Joel, I spoke with Lynn Kadleck and we discussed a few other approaches to mitigating the drainage challenges with the site. The meeting went very well. They are evidently still having a hard time figuring out how to make it work. In a nutshell they have two issues: first, they are in a hurry to get it figured out so they can have the ramp constructed in time for Super Bowl; and second, they are trying to keep their costs down (they know they can do it at an additional cost of $300k for underground detention, but they are understandably reluctant to go that route). Ron asked what we have planned for the Taxiway Victor drainage, and I told him that was not programmed for construction until FY14, which is not soon enough to be of any help. I also noted that we do not have any plans yet for the Taxiway Victor drainage (that’s an FY13 project) but that a couple of people have had a preliminary look at it and may be able to offer some general suggestions. If anyone has an brilliant ideas to offer, please do so now. With respect to the drainage, I advised that the Airport will accept anything that is approved by Public Works. With respect to the project, I was very clear that the Town’s engineers have an ordinance that has to be satisfied, and you cannot just decide not to apply the ordinance. Mr. Frederick understands and is OK with that; he is just looking for a way to satisfy the ordinance that won’t cost Million Air an additional $200,000 to $300,000. I think any suggestions will be appreciated. One concern that Ron mentioned if they have to do significant excavation for detention is that the rock is probably pretty shallow in those areas, so digging it out will cost quite a bit. I think he is correct, but I don’t think there is anything that can be done to change it: it is what it is. Another concern is that their lease line starts 60 feet from the taxiway center line and that they are having to account for drainage off of the north half of the taxiway (20 feet of existing pavement) and 40 feet of bar ditch and dirt that is and will remain Airport property. Again, I don’t see that there is anything that can be done about it, but I will note that those areas currently drain via the bar ditch on the north side of Taxiway Victor. It’s a challenging site, with a lot of fall from east to west; most of the site naturally drains to the northwest, towards Westgrove and Amelia Earhart / Million Air’s parking lot. I do not think – based on my limited look at the problem – that any one thing will solve their drainage problems. I think they will need to do a combination of things to make it work. Given their struggles thus far, I am not certain their engineer will come up with a workable solution in time. In that event, Million Air and Mr. Frederick may try to seek some relief via the Mayor or Council, especially considering the very high profile of this project. Ron Frederick made no mention of that possibility, but I do think it is realistic and hence this “heads-up”. Ron did mention that they might choose to delay the project if they cannot quickly find a way to solve the drainage problems without spending a lot more money than what they have planned.
