Please find below a summary of our phone conversation on April 19, 2011 at 5:08pm:
I stated that a driveway at this location would not be feasible because there was limited opportunity to create stacking at the existing median break for north bound traffic. You stated
that you could squeeze in a couple spaces by decreasing the width of the median break. I informed you that this would not be sufficient stacking and would cause motorist to stop on
Marsh to allow sufficient breaks to cross southbound Marsh. I additionally informed you that we have discussed this issue with the folks at the Omni Group and informed them of this.
I stated that I had advised them that a driveway could be added further south of the existing median break given that they added some right-turn lane stacking. You stated that I should
be concerned with U-turn traffic, which I admitted that I had not considered before.
I regarded this as a sufficient reason for not allowing the use of the median break, however I am informed that there is still some confusion about the subject. Therefore, I would like
to add that the existing median break does not meet the minimum distance required for a median break. Although it does seem to function as it is currently configured, adding a driveway
to the west side would complicate the already substandard median break and potentially cause a dangerous situation for motorist.
Secondly, I did speak with Melissa Hoffman and Robert Horton on March 8, 2011 at 2:23pm concerning this same subject. Following is a summary of this phone conversation:
I informed them that a driveway at the location of the existing median break was not acceptable. They also included another exhibit that depicted the driveway being located further
south. I told them that a driveway in this location would be acceptable given that they conduct a traffic impact analysis, extend the existing right-turn lane and send us a set of engineering
drawings depicting the exact configuration of the driveway.
I have also attached emails between the Omni Group and myself concerning this issue.
Thirdly, I have attached a couple of emails between myself and Emily Johnson at Pacheco-Koch further explaining reasons that the existing median break cannot be utilized. I have also
copied them on this email so that they can provide you a copy of their traffic analysis and assist you in your traffic analysis if needed.
Finally, I think it is important to state that the Town of Addison is open to placing a driveway along this stretch of Marsh or even at this location given that it does not utilize the
existing median break (I have attached an exhibit that would allow the construction of the driveway in this location). This message has been communicated to all interested parties since
we began looking at this issue in 2008. However, we need to insure that it is done with consideration of the impacts that it may have on traffic in the area and that it can be done
safely.

As previously stated, we have thoroughly examined the concept of adding a driveway in this location that utilizes the existing median opening and found it to be unfeasible. Therefore,
we do not require a meeting concerning this issue.
