Baumgartner, Public Work?, f-" Re: BellbrooklLake Forest Drainage 16801 Westgrove In reviewing the drainage questions regarding the boundary between the referenced developments it was difficult to separate the problems associated with the new construction (ie: mud and debris) and excess water. It is possible to have lots that back to each other and properly manage the stormwater flow around the downstream houses. This is usually completed on a house by house basis and can work adequately unless the yards are remodeled, and the drainage way is obstructed by a wall , pool, planter, fence or otherobstruction. The obstructions typically redirect and/or concentrate the flow which makes management more difficult. To resolve most of the stormwater problems (without relandscaping their yards) the Bellbrook residents have with the Lake Forest drainage it would be necessary to construct a swalelflume from the southeast comer ofthe Lake Forest development to the northeast comer of Mr. Vic Sahms lot. From there we would go underground to the creek across the Lowen's property. The two most difficult aspects of this job are obtaining easements and funding. It is my best estimate that this work would cost between $125,000, and $175,000. This could be reduced if a product other than patterned concrete is used for the swale. This will not address any issues the western property owner on Winnwood may have with the eastern lots on Bellbrook or the western Lake Forest owners have with Oaks North. In an effort to maintain the Town's policy regarQlng street cuts, staff recommends awarding the bid for schedules Band C to Radich Construction Company, Inc. in the amount of $116,165.52 contingent upon the contractor providing the required bonds and insurance. A total of five bids were received. A tabulation of the bids received is attached. This project was bid with two alternates; one open-cutting (Schedule A). and the other boring Bellbrook Way (Schedule B). As can be seen by the attached Alternate Projects Summary, PATCO Utilities is the low bidder completing the project by open-cut and Radich Construction is the low bidder completing the project by boring. . EH&A has reviewed project references provided by both construction firms (PATCO and Radich) and both appear to be well recommended. PATCO Utilities has completed numerous projects in the area. Radich Construction is a Michigan-based firm starting a local office in this area. Based on the above, EH&A would recommend awarding the WinnwoodlBelibrook Phase 2 and 3 construction contract to either firm, depending on whether the Town chooses to construct the Schedule A or the Schedule B project. In addition, I have assumed that the Town of Addison will prepare easement documents and obtain any additional easements which may be required for this project.
