The delineation of the flood plain is based on the enclosed HecRas model using 100 year fully developed flows for Noel Branch and the 100 year water surface elevation as shown in the Flood Plain Management Study for White Rock Creek, prepared by Halff Associates in December 1989. The controlling 100 year water surface elevations are a result of backwater effects from White Rock Creek. Since the finished floor elevation of the structure is 562.28 feet and the 100 year water surface elevation at this location is 555.50 feet, due to backwater, the proposed improvements to the existing structure should have no adverse effects on the water surface elevations in this area. A few days ago, we learned that you discovered that the sewer line has not been built in the easement. We studied our field notes of July 7, 1994, as well as the computer data which was downloaded directly from the field notes to our computer, and learned that the sewer line was correctly staked and the closest distance to the North side of the easement adjacent to Lot 8 was a minimum of 3 feet. The details of this information are further exhibited in the attached field notes, computer printout and sketch. We are not sure how the alignment of the line may have changed during construction. However, we are certain that this easement, with respect to lot lines 7 and 8 of Block B, were correctly staked. This is also confirmed by plotting the field easement on our plat. A minimum slab elevation shall be established 2 feet above the 1DO-year flood plain. 2. The 1DO-year flood plain shall be designated as a drainage easement, or a flood plain reclamation plan shall be developed with sufficient capacity provided to convey the fully developed 100 year storm event from both the southern and western creeks. The reclamation plan shall be prepared by a registered professional engineer. The plan shall not increase the upstream 1DO-year water surface elevation, and shall be safe from erosion. 3. The existing house is connected to a septic system. Any changes to the house's plumbing and/or damage/failure ofthis system will require connection to the public sewer system. 4. The proposed additions to the house appear to abut the floodplain. Pump Station Power Factor Correction Study The power factor correction study was performed as a result of the TXU Energy proposition to upgrade the electrical metering at large electric user facilities. The purpose of the new metering is to meter the power factor in order to recover revenue associated with their existing tariff that allows for a power factor penalty. The power factor penalty is charged for the electrical power demand below 95% power factor. The study investigated the following: 1. Previous power billing for the past 12 months. 2. Power factor equipment for addition to the existing electrical system. 3. CosUBenefit (spreadsheet) of Power Factor Correction. The electric design of the facility was from our files of previous design projects. A site visit with an engineer from General Electric was made to obtain motor data and verify the electrical system design. Initial indications suggested that power factor capacitance could be added to increase the power factor as metered by the electrical utility. The goal, of course, is to increase the power factor above 0.95 or 95% to avoid any power factor correction penalty. Power factor penalties are established by electrical utilities to reduce the cost of adding additional infrastructure. The equation for power is know to be: P (power-kW) = Volts x current (amps) x power factor As may be seen by the formula above the same amount of power (Hp) with the voltage being constant, a lower power factor requires the current to increase. Increasing the power factor reduces electrical losses and limitations of having to increase the electric utilities infrastructure (wires, transformers, busses) as additional facilities come on line. In the case of the Celestial Pump Station, the primary electrical equipment loads are large motors. The three 500 Hp pump motors primarily define the power factor because during their operation the electrical demand load for calculating the power factor is established. To a lesser extent, the 200 Hp and 125 Hp pump motors add to the lowering of the power factor. Page 1 of2 The 500 Hp motors are US Motors Titan (Vertical). Values of the power factor for the specific motors at their rpm are listed in the US Motors catalog with the matching value of full load current (64 amps). The listed power factor for the three 500 Hp motors ranged from 83% to 85% for 75% and 100% brake Hp loads. The 200 Hp and 125 Hp motors had full load power factors listed as 86.8% and 86.6%, respectively. From the information obtained, the cosUbenefit analysis data was input to the spreadsheet. The spreadsheet is one used by TXU Energy and modified to provide more detail. The values were determined to be accurate by matching the tariff requirements with those provided in the Town of Addison billing. In other words, the billing values that were reported from the kW meter readings matched our calculated values. For the summer months higher values of kW were used to assume two of the three pumps operating instead of just one as indicated from the electrical bills for 2004. This was done to offset the unusually cool summer as reported by the operator. Power factor correction is evaluated based on how much capacitance in kVAR (kilovolt-amps reactive) is required to offset the kVAR inductance to obtain the required power factor. The power factor used in the study was the worst case expected or 83%. The spreadsheet (for 83% power factor) showed that 292 kVAR was required to obtain the required power factor correction (95%) based on 2004 electrical loads (modified to add more pumps) and 400 kVAR was recommended. Unfortunately, the maximum capacitance allowed to be connected to the motors according to the manufacturer data is 254 kVAR. As may be noted from the spreadsheet, the corrected power factor with 254 kVAR was 94% which reduces the overall penalty to only $560 annually. The resulting power factor correction savings showed $5,225. The expected cost for the contract to install the capacitance is shown as $17,780 (based on General Electric equipment). The 500 Hp motor starters can have capacitor packages installed behind their starters and the small starters can be installed adjacent or in the MCCs. The existing equipment has unused space available for the cable entry and connections. The simple payback as shown in the spreadsheet is 3.4 years based on the operation with two of the 500 Hp motors. Of course the payback will be longer if another cool summer requires operation of only one of the large pumps. However, the City of Allen has been told by their TXU representative that the company will remeter accounts as low as 400 kw. Our account at Celestial pump station is the only account in Town that exceeds the 400 kw level. Have you had that account analyzed to see what the power factor is? DETERMINATION OF NCP kW The NCP kW applicable under the Monthly Rate section shall be the kW supplied during the 15minute period of maximum use during the billing month. This is the actual monthlypeak kWoften referred to as the "Actual kW". NCP stands for non-coincidentpeak, or the peak monthly kWreadingfor the account, that is not necessarily coincident with the overall ERCOTsystem-wide peak. The NCP kWreading should be different every month. DETERMINATION OF 4 CP kW The 4 CP kW applicable under the Monthly Rate section shall be the average of the Retail Customer's integrated 15-minute demands at the time of the monthly ERCOT system 15-minute peak demand for the months of June, July, August and September of the previous calendar year. The Retail Customer's average 4CP demand will be updated effective on January 1 of each calendar year and remain fixed throughout the calendar year. Retail Customers without previous history on which to determine their 4 CP kW will be billed at the applicable NCP rate under the "Transmission System Charge" using the Retail Customer's NCP kW. This is a calculated kWbased on the average ofthe kWreadings for a particular metered account at the time that the ERCOTsystem reaches its peak demand in the months of June, July, August, and September. Thus this is the readingfor the account that is coincident with the ERCOTsystem peakfor the four months ofanticipated highest usage ofthe ERCOTsystem (hence the 4 CP name). It would require an IDR type meter that would record at least everyfifteen-minute peak to measure the 4CP. In ERCOTany account over 1,000 kWpeak demand must be IDR metered. However, there is no prohibition against accounts less than 1,000 kWpeak demand being IDR metered. This 4CPpeak number is calculated in the summer months ofyear X and applied to the account throughout the year ofX+1. DETERMINATION OF BILLING kW The Billing kW applicable to the Distribution System Charge shall be the higher of the NCP kW for the current billing month or 80% of the highest monthly NCP kW established in the 11 months preceding the current billing month (80% ratchet). The 80% ratchet shall not apply to retail seasonal agricultural customers, as determined by the utility. This is the 80% ratchet provision applied to the distribution charge and some surcharges often referred to as the "Billing kW". This 80% ratchet kWamount may stay consistent for up to 11 months or vary month to month depending on whether the NCP readingfor the month is greater than or less than 80% ofthe maximum NCP kWreadingfor the previous 11 months.
