Barton·Aschman conducted an 􀁡􀁮􀁡􀁾􀁳􀁩􀁳􀀠of the impact of closing Sakowitz Drive in April 1988. 􀁃􀁯􀁮􀁣􀁬􀁵􀁳􀁩􀁯􀁮􀀮􀁾􀀠drawn from thiM analYis included the following: , • Approximately 20 pereent 􀁯􀁾the traffie turning right onto Sakowitz Drive from Belt Line Road use Sakowitz Drive to access Montfort Drive. The remaining traffic was using the roadway to access the adjI'commercial centers. • The impact to traffic conditi, ns at the Belt Line RoadlMontfort Drive 􀁉􀁮􀁾􀁯􀁮by the closure ofSakowitz Drive ±dbe minimal. Based on observations conducted cntly at these intersedions, our original observations still appear to be valid. It is our conclusi that the closure ofSakowitz Drive would have no 3ignificant negative impact on conditions at thd Belt Line Road! Based on our review of the concbptual site plan provided by RTKL, we offer the follOwing conunenU: i • The driveways on tile 􀁄􀁵􀁬􀁬􀁬􀁬􀁓􀁾􀁏􀁲􀁴􀁨􀀠Tollway (DNT) Frontage Road ami. 􀁍􀁯􀁾􀁴􀁴􀁯􀁲􀁴􀀠should be reconfigured to directly align entering and exiting traffic with the internal circulation aisles. • Them should be a minimum often filet betwl:en the edge ofthe tower and the edge ofthe drive aisle to provide adequate sight di3tnncc for u·tuming vehicles. • Stop signs should be install,' to control 􀁣􀁲􀁯􀁳􀀮􀁾􀁩􀁮􀁧􀀠tnlffic from the parkiug arellS immediately adjacmt to the driveways. It is our COIl\1lusion that by realigning the driveways, providing adequate sight distance around the towers, and controlling crossing vehicles, these driveway entrances should operate effectively. \ SIGNALIZATION OF MONTFJRT DRIVE ACCESS i A traffic signal is being proposed for the major entrance to the site from MontfOrt Drive. Signalization at this location woulf require that a ttaffic signal warrant study be conducted to determine ifconditions warranted tile insfalliltion ofthe signal. The installation of this signal woJld set a precedence for insta1lation of traffic signals at the intersection nfprivate driveways aftd arterial roadways within Ihe Town liIi1iU. The Town has followed a policy ofnot signalizing private driveways given the numerous locations where signals would be requested. If a signal is approved, the interse10n wnuld need to be configured to allOw 􀁦􀁾􀀠the optimum phasing ofthe signal. This would require the reconfiguration ofthe driveway opposite the Village driveway to allow concummt left turns from the driveways. This would eliminate the need to spilt phase the cross 􀁾(driveways) , allow left turns out ofthe driveways. ! !PARKING DISTRIBUfION I The distribution ofparking within th. site will be important when evaluating Uitema1 'circulation and pedestrian flows. Ikcause ofthe physical configuration ofthe site, parking is more abundant on the south end.
