FINANCIAL IMPACT: Budgeted Amount: Final Construction Cost: Source ofFunds: BACKGROUND: $550,000.00 $556,846.00 Funds are available from FY 2002-03 Water and Sewer Fund, as indicated in the Five Year Capital Replacement Program. The Public Works Department established a need for the rehabilitation ofan existing 10" sanitary sewer main adjacent to Brookhaven Club Drive. In addition, a new 10" sanitary sewer main was constructed at this location, in order to eliminate an aerial line that crosses Farmers Branch Creek, and to provide added wastewater flow capacity. A contract was awarded to Barson Utilities, Inc. for construction ofthis project. The original contract price for these improvements was $512,828.00. The final construction cost ofthis project was $556,846.00, which represents a $44,018.00 increase from the original contract amount. The increased cost was substantially due to a $41,675.00 construction change order, which was the result of a field determination that an additional 30 ft. deep manhole was necessary for future maintenance needs adjacent to an existing town home property. This manhole was in close proximity to the foundation ofthe town home, and the contractor had to construct it in a limited work zone with low overhead power lines. Normal drilling equipment could not be used. Consequently, the manhole was hand mined and new outer walls constructed in concrete lifts. In addition, this project included an incentive/disincentive provision, whereby; the contractor would be awarded $1,000.00 per day for early completion ofthe project, to a maximum award of $25,000. The Town acknowledged the successful completion ofthe construction improvements within the contractual time limit. However, the contractor did not qualify for any incentive payment. The contractor has submitted his Affidavit ofBills Paid, Consent of Surety Company to Final Payment, and One-Year Maintenance Bond. By Mikhail Kodesh 1700 ."/April 2, 2003 To: Barson Utilities 5326 Ledbetter Dallas, Texas 75236 RE: Brookhaven club Sanitary Sewer Manhole Base at station 6+70 As you know, we have been concerned about the quality of the concrete poured at the base of the above referenced manhole. The concrete had exceeded 1.5 hours after having been placed in the mixer, was very stiff, and it took about 2 additional hours to complete the pour. Our inspector noted vibration was not effective in consolidating the rapidly setting concrete. As a result, three cores were taken from the base ofthe referenced manhole. These cores were taken on April 2, 2003, by Engineering Consulting Services, LTD, 4950 Keller Springs Road, Suite 480, Addison Texas, and are available for your inspection. The cores show serious honeycombing in the concrete, and, as a result, we are rejecting the manhole base. This is to direct you to remove the manhole base and re-pour the base. We also suggest you modify your construction methods such that the concrete can be placed in in a timely manner. Please have concrete cylinders prepared at your next pour for routine testing. A & L Engineering and Consulting, Inc. conducted a soil test sampling procedure at the site of the above addressed residence on February 18, 2003. We also performed an inspection of the foundation of this residence on February 23, 2003. During our visit, we recorded the following observations: Exterior -Dirt level on the northeast and southeast sides is too high. -Down spout on the southeast corner of the foundation discharges too close to the foundation. Ledbetter Dallas, TX 75236 RE: Project No. G0118-03 Geotechnical Subsurface Investigation Existing Private Residence 3805 Wooded Creek Drive Farmers Branch, Texas On February 18, 2003, A&L Engineering and Consulting, Inc. (A&L) was retained by Mr. Sam Laney to perform a geotechnical subsurface investigation for the above referenced property. The study consisted of three phases: a field investigation; laboratory testing of samples recovered from the site; and engineering analysis. The geotechnical report presents the results of the analyses and all pertinent field and laboratory data. One boring was drilled and sampled at the site to explore the subsurface conditions and to recover samples for later laboratory testing. Laboratory testing of recovered samples was directed toward classification, strength and volume change characteristics of the foundation soils. All field and laboratory data developed for this study are included in the report. The soil sample was taken for the purpose of: • Evaluating subsurface conditions. • Determination of the soil stratigraphy, • Determine the pertinent engineering properties of the subsurface materials; • Prepare a geotechnical report with the conclusions and summaries of the information referenced above. 1 Field work On February 18, 2003, a portable auger-drilling machine was used to advance a boring and to obtain samples for laboratory evaluation. One boring was drilled and soil samples were taken at the subject property. The boring was assigned and drilled to a maximum depth of 12 feet out side of the house to the southeast corner of the subject property, as shown on the Boring Location Diagram in the Appendix. Number of boring its location and depths were suggested by our Engineers. Disturbed and undisturbed samples of cohesive soil were obtained at intermittent intervals with standard. thin-walled, seamless tube samplers. These specimens were extruded in the field, logged, sealed and packaged to protect them from any disturbance and loss of in-situ moisture content during transportation to our laboratory. An ASTM Standard Penetration test sampler was used at selected depths in cohesionless soils to obtain undisturbed soils below the bottom of the borehole. The results of the standard penetration tests are are tabulated at their respective sample depth on the boring logs. The soil specimen is removed from the sampler in the field, classified, and placed in moisture-proof containers for shipment to the laboratory. Dynamic Portable Penetrometer (ASTM # 399) The device is a dynamic portable cone penetrometer utilizing a 15-lb. steel ring welght falling 20 inch on an E-rod slide drive. The cone point is enlarged to minimize shaft resistance during testing. The penetration test is made through an augered hole from 4 to 6" diameter using the auger cuttings to identify the soil. This was essential because interpretation varies with the soil type. After augering to the test depth for each boring the cone point was sealed 2 inch into the undisturbed bottom of the hole at a depth of 4 feet to be sure the cone is completely embedded. The cone point was further driven 1(3/4)" using the ring weight hammer falling 20 inch. These blows were counted to be 5 for all borings. Laboratory Testing All samples collected in the field were transported to our lab. The samples were examined at our laboratory by the Project Engineer. The in-situ dry unit weight and moisture content of the samples were determined and used in conjunction with the Atterberg Limit tests for the determination of the Plastic and Liquid Limit to evaluate the potential volumetric change of the expansive clay strata. The results of these tests were also used to evaluate the 2 the uniformity of the material. The compressive strength of the cohesive soils was evaluated by means of unconfined compression tests. A Free Swell test was performed on an undisturbed soil sample retrieved from the test boring. The water contents in the upper few feet have been influenced by the slurry injection; therefore In this case where the soil was not uniform with depth active zone depth was not estimated. All the results of our laboratory testing are presented on the Logs of the Boring and other data sheets in the attached Appendix. Subsurface Conditions The subsurface conditions encountered in the boring differs at various strata for this specific location. Detailed descriptions of the various strata and their depths and thicknesses are given on the respective boring logs. Site GeologY/Soil Profile At this site, variable and alternating layers clays underlain by sandy clay and stiff clays were encountered from the existing ground surface to the maximum depths explored. The soils are occasionally silty and sandy. Seepage water was not encountered at the time of this investigation. The depth to subsurface water will be affected by changes in atmospheric conditions and site drainage. With regard to the aforementioned, we recommend that the depth to subsurface water be checked just ·prior to any repair or construction. Sandy clay was encountered at 12 foot deep, immediately after an indication of silty dark. clay. Descriptions and details of the various strata and their depths and thicknesses are presented on the corresponding Log of Boring in the Appendix. The results of the boring program are presented on the Log of Boring attached. 3 ) Conclusions and Recommendations Based on the present available information provided by our test boring, laboratory testing, our observations, all the information available to us from the client, and all other sources mentioned in this report we provide the following comments and conclusions: The subsurface conditions encountered for this project site at this boring was not consistent. Atterberg limit test series also indicate that the clay soils encountered at this site are subject to moisture induced volume changes (expansion and contraction) with fluctuations in their moisture contents. These soils can experience significant swelling especially for dry dense conditions. Based on the Texas Highway Department Test Method Tex-124-E for PVR calculation, we have estimated a heave potential of up to 2.7 inches, depending on the in-situ initial moisture conditions. Sandy clay was encountered at an approximate depth of 12 foot (see boring log). The clays at this specific boring location show similar engineering engineering properties (Le. expansive). Removal and replacement of the expansive clays may be expensive at this site because the site is already developed. This option may not be economically viable. However, during our initial construction meeting your maintenance department requested the manhole be installed. After reviewing the project in more detail there are a number of issues lhat limits conventional construction techniques: 1) Close proximity \0 the existing town homes. 2) Depth of the manhole, 􀀲􀀹􀁾􀀫􀀮 3) Limited work zone. 4) Overhead power lines limiting drilling operations. 5) Ellisting sewer will be suspended over the manhole crew. With these types of issues the only safe and executable construction means available to us is to hand mine the manhole starting around 10 feet which will leave 19vf to hand mine.
