North Central Texas Council of Govemments (NCTCOG) staff is continuing to monitor and refine projects contained in the Transportation Improvement Program (TIP), in order to develop the
2004-2006 TIP project listing. An important part of this process is evaluating the status of projects currently programmed with Congestion Mitigation and Air Quality (CMAQ) Improvement
Program and the Surface Transportation Program -Metropolitan Mobility (STP-MM) funding. To assist in this effort, we are asking that all implementing agencies complete and/or update
the project information requested in the enclosed project status review form(s). Completed project status review forms should be retumed to NCTCOG no later than Friday, January 31, 2003.
Accurate information on advanced project development, right-of-way acquisition, and construction status will permit us to belter track projects, to avoid schedule delays, and to ensure
that we meet state air quality and letting requirements to prevent the loss of federal funds to the Dallas-Fort Worth region. Staff will use the information provided by each agency to
allocate federal funding for all active projects to the appropriate years. The year in which funds are programmed will be determined based on average completion times for remaining phases
of the project, financial constraint requirements, and the need to implement State Implementation Plan (SIP) commitments in a timely manner. All information submitted on these forms
will be reviewed and appropriate updates to the TIP will be processed. Although we realize that not all questions will apply to every project, NCTCOG staff requests that you complete

projects under the CMAQ and STP-MM Programs. For some reason, staff did not receive this notice. Just before the submission deadline, (AprillO, 2002) one ofour traffic consultants, Kimley-Hom
and Associates, notified us ofthe availability ofthe grant funds and offered to help us prepare an application. Consequently, an application was prepared and submitted on the deadline
date, a copy of which is attsched. The application is for funding that will update the Town's intersection traffic control hardware and software at all ofthe Town's 31 signalized intersections.
(This work will eventually need to be done -the grant will allow it to be done sooner). The total cost ofthe project is estimated to be $620,172, and at 25%, The Town's share will be
$155,043. We have received notice that our project has made the initial recommendation list which is encouraging. _ RECOMMENDATION: Staff recommends that Council confirm and approve
the application for funding for upgrading the Town's traffic signal hardware and software.

many ofthe major arterials pass through this area. A few ofthe most notable arterials are listed below and are illustrated in the attached figure: • Belt Line Road is an FJW Regional
Arterial on the NCTCOG Thoroughfare Plan. • Midway:&oad is a N/S Regional Arterial on the NCTCOG Thoroughfare Plan. • Mamh Lane is a major N/S arterial. • Ampaho Road is a major FIW
arterial. • Spring Valley is a major FIW arterial. • Keller Springs is a major FIW arterial that has assumed greater significance since the opening of NTI'A's Addison Airport tunnel
facility. • Addison Road is aN/S arterial and is the extension ofInwood Road. • The North Dallas Tollway forms the eastern border ofAddison. Given the high vehicular volumes ofthese
arterials, the location ofAddisOn within Dallas County, the DART park-n-ride facility at Arnpaho and Quorum., and the high intensity ofcommercial and office llI!Id use within AddiS()ll,
the eoordiDatioD oftrafI'It signals is critical to mobility in north Dallas ColIDty, PROJECT DESCRIPTION The Town ofAddiS()n haS not updated it's intersection traffic control hardware
and software in many years. Most ofthe Town's 31 intersectiontraffic con1rollers and cabinets are over,ten years old. The ToWll ofAddison does not have a traffic oon1ro1 system for their
traffic signals. As such, there is not a comm1l!lications path between any ofilie intersections and the Service Center. Since such a path does not exist, the Town currently has to manually-reset
the internal clock ofeach traffic con1roller to pJOYide "time-based" coonlination. Experience has shown that each clock must be mannally reset at least weekly to maintain reliable coordination
between traffic signals. To eliminate this problem and to provide for an enhanced level ofsystem operation, the Town ofAddiSQD is requesting the following improvements: • Traffic controller
and cabinet upgrades • Communications to each intersection • Central traffic control system hardware and S()fiware • Comm1l!lications system hardware and S()ftware • Updated 01' new

TOWN OF ADDISON TRAFFIC CONTROL SYSTEM PROJECT BACKGROUND The Town ofAddison is located in the heart ofnorth Dallas County. As such, many ofthe major arterials pass through this area.
A few ofthe most notable arterials are listed below and are illustrated in the attached figure: • Belt Line Road is an FJW Regional Arterial on the NCTCOG Thoroughfare Plan. • Midway
Road is a N/S Regional Arterial on the NCTCOG Thoroughfare Plan. • Marsh Lane is a major N/S arterial. • Arapaho Road is a major FJW arterial. • Spring Valley is a major FJW arterial.
• Keller Springs is a major EfW arterial that has assumed greater significance since the opening of NTTA's Addison Airport tunnel facility. • Addison Road is a N/S arterial and is the
extension ofInwood Road. • The North Dallas Tollway fonns the eastern border ofAddison. Given the high vehicular volumes ofthese arterials, the location ofAddison within Dallas County,
the DART park-n-ride facility at Arapaho and Quorum, and the high intensity ofcommercial and office land use within Addison, the coordination oftraffic signals is critical to mobility
in north Dallas County• .PROJECT DESCRIPTION The Town ofAddison has not updated it's intersection traffic control hardware and software in many years. Most ofthe Town's 31 intersection
traffic controllers and cabinets are over ten years old. The Town ofAddison does not have a traffic control system for their traffic signals. As such, there is not a communications path
between any ofthe intersections and the Service Center. Since such a path does not exist, the Town currently has to manually reset the internal clock ofeach traffic controller to provide
"time-based" coordination. Experience has shown that each clock must be manually reset at least weekly to maintain reliable coordination between traffic signals. To eliminate this problem
and to provide for an enhanced level of system operation, the Town ofAddison is requesting the following improvements: • Traffic controller and cabinet upgrades • Communications to each
intersection • Central traffic control system hardware and software • Communications system hardware and software • Updated or new coordinated timing plans along each arterial These
improvements and their associated costs are summarized in Exhibit A. Since most ofthe Midway Road improvements have been fimded under another program, the only improvement necessary
is intersection communications infrastructure. The total project cost is $620,172.00. The Town ofAddison is proposing to share 25 percent ofthe project costs. Therefore, the total amount
requested is $465,129.00. The anticipa,ed duration ofthis project is 18 months.

Texas Council of Governments (NCTCOG), serving as the Metropolitan Planning Organization (MPO) for the Dallas-Fort Worth, Denton, and lewisville Urbanized Areas, is required to develop
a Transportation improvement Program in cooperation with local governments and transportation agencies. The Regional Transportation Council (RTC), as the transportation policy body for
the MPO, is responsible for selecting projects in the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and the Surface Transportation Program-Metropolitan Mobility (STP-MM).
Projects funded with CMAQ and STP-MM funds are the programming responsibility of the MPO in consultation with the Texas Department of Transportation (TxDOT). With this notice, NCTCOG
will begin taking requests for funding under the CMAQ and STP-MM Programs. Eligible applicants include local governments and public sector transportation agencies located within the
Metropolitan Area as shown in Attachment 1. Project sponsorship must include a commitment to provide as least 20 percent of the total project cost, in order to qualify for the federal
CMAQ and STP-MM funding. In the event a project is on the State system, the Texas Department of TranSjiiiiiiilion will provide the 20 percent local match. Example project types are listed
in Attachment 2. For this Strategic Programming Initiative, NCTCOG is especially interested in projects which will not require extended project development time, as well as projects
which will help the region come into compliance with the air quality standard. To identify candidate projects for funding conSideration, we are requesting that you meet with NCTCOG staff
