On July 11, 2002, the Regional Transportation Council (RTC) approved the final staff recommendations for the 2002 Strategic Programming Initiative. This decision resulted in action on a project of interest to the Town of Addison. The table below outlines the action associated with the affected project. AgencylDescription of Project Total Project Cost Federal Funds I Action Addison Traffic Control System, 31 Locations; Estimated Letting, 2003. $620,172 $465,172 ! Approved The project will need to be added to the Transportation Improvement Program (TI P) and the Statewide TIP, and approved by the appropriate federal agency before design and construction can begin. For projects adding roadway lanes, federal approval is expected in April 2003, and for all all other projects, federal approval is expected in late 2002. You may contact Charles Tucker (214/320-6151) at the Texas Department of Transportation (TxDOT) to initiate an interlocal agreement for this project. Director of Transportation SUBJECT: 2002 Strategic Programming Initiative The North Central Texas Council of Governments (NCTCOG), serving as the Metropolitan Planning Organization (MPO) for the Dallas-Fort Worth, Denton, and lewisville Urbanized Areas, is required to develop a Transportation improvement Program in cooperation with local governments and transportation agencies. The Regional Transportation Council (RTC), as the transportation policy body for the MPO, is responsible for selecting projects in the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and the Surface Transportation Program-Metropolitan Mobility (STP-MM). Projects funded with CMAQ and STP-MM funds are the programming responsibility of the MPO in consultation with the Texas Department of Transportation (TxDOT). With this notice, NCTCOG will begin taking requests for funding under the CMAQ and STP-MM Programs. Eligible applicants include local governments and public sector transportation agencies located within the Metropolitan Area as shown in Attachment 1. Project sponsorship must include a commitment to provide as least 20 percent of the total project cost, in order to qualify for the federal CMAQ and STP-MM funding. In the event a project is on the State system, the Texas Department of TranSjiiiiiiilion will provide the 20 percent local match. Example project types are listed in Attachment 2. For this Strategic Programming Initiative, NCTCOG is especially interested in projects which will not require extended project development time, as well as projects which will help the region come into compliance with the air quality standard. To identify candidate projects for funding conSideration, we are requesting that you meet with NCTCOG staff to present your prioritized list of transportation needs. Dan Rocha and I are available for short (112 hour) meetings throughout February and March. If you have projects in need offunding, you may call Fay Church or Barbara Walsh at 817-695-9240 to schedule a meeting with us.
