Mr. Murphy, As you are aware, construction ofthe interconnection which connects water systems between Addison and Farmers Branch was completed on Friday January 14, 2005. Testing of
the interconnection began at approximately 3:00 p.m. on Friday with the 8" connection being fully opened. This testing showed that Addison could furnish approximately 1,350 gpm to Farmers
Branch through the connection and raise our system pressure approximately4 psi.' A 3,000-gpm pump at the Celestial Pump Station was running when these conditions were noted. No pumps
were running from the Farmers Branch system and our Elevated Tower was at 21.3 feet of 42.5 feet or approximately 50% full. At this time, we started Pump #4 "our largest" pump available
at our Templeton Trail Pump Station to begin the refill cycle of our Elevated Tower and to maintain system pressure. Other additional pumps were also put on line in conjunction with
Pump #4 but system pressure did not increase. The end result filled our Valley View Elevated tank to 38 of42.5 feet in approximately 17 hours at 9:11 p.m. Saturday January 15. At 3:00
a.m. Sunday January 16th, the elevated tank was full at 42.5 feet, some 23 hours in total since beginning the test. At this rate of fill any main break or system failure would severely
affect our ability to supply water to the east side ofthe City. At this point the Templeton Station was started again using pump #3, which would replace pump #4, "our largest" in the
event it became inoperable. It was determined that even under "Sundays low demand" pump #3 could not hold up the elevated tower. We continued testing and operating the system with the
Addison connection fully open and Templeton Pump Station online until approximately 3:30 p.m. Tuesday January 18th at which time we switched back to our Marsh Lane Pump Station. City

Prior to stopping the test, Addison and Farmers Branch met at the interconnection site and took pressure readings with two pumps running in Addison, a 3,000 gpm pump and a 7,000 gpm
pump. The pressure on Addison's side of the meter was approximately 69 psi. Pressure did not increase on the Farmers Branch side and the maximum volume passing through the meter was
1,250 gpm, during this test. Basically, no significant change was realized in the Farmers Branch system with the two pumps in operation. In conclusion, based on the results oftesting
our water system both with and without the Addison /Farmers Branch interconnection, we simply cannot agree to the shut down of the 60' DWU water main at this time. Farmers Branch is
very interested in continuing to work together with Addison and the City ofDallas to find other possible options that would ensure our systems capability and reliability during the lowering

Brnnch Dear Ms. Morgan: This is to describe the water system interconnection project that we have been working on with Farm"'" BrBlIch. The primaIy pwpose ofthis project is to allow
shut down ofthe 60" Dallas Water Utilities walOr main that feeds the Farmers Brnnch Marsh Lane Pumping S18tion and to therefore furniSh a temporary supplementary supply of water from
Addison to Farmers Branch. The 60" main needs to be shot down so that a portion ofthe main can be Iowored to aoeommodate the construction of Arapaho Road, Phase ill in Addison. The seeondaJ}'
pwpose of this project is to make an interconnection between the two systems such that either City can supply .water 10 the. other in case ofemergency. Adellson has taken the lead and
will bear the cost ofthe interconnection. Atapping sleeve and volve lias been installed on the 8" main on BellwOod Parkway in Farmers Branch, and • similar connection has been made on
the nearby 8" main in Addison. An 8" turbine meter has been installed in a vaulllo measure Dow delivered to either municipality. Acopy ofthe piping ammgemenl and location map is attached.
CollstNction of the interconnection was "!'II1p/eled on Friday January 14, 2005. The piping was disinfected and l1ushed. All wolk was done under the supervision ofTCEQ Licensed Operators
from both municipalities, as well as Licensed Professional Engineen from Addison. Both municipalities sha1I share sanitary control of1bo interconnection. with Addison taking the lead.

Water Distribution §290.44§290.44(f)(2) Special precautions must be taken when waterlines are laid under any flowing or intermittent stream or semipennanent body of water such as marsh,
bay, or estuary. In these cases, the water main shall be installed in a separate watertight pipe encasement and valves must be provided on each side of the crossing with facilities to
allow the underwater portion of the system to be isolated and tested to detennine that there are no leaks in the underwater line. Alternately, and with the pennission of the executive
director, the watertight pipe encasement may be omitted. §290.44(f)(3) New mains shall be thoroughly disinfected in accordance with AWWA Standard C651 and then flushed and sampled before
being placed in service. Samples shall be collected for microbiological analysis to check the effectiveness of the disinfection procedure. Sampling shall be repeated if contamination
persists. A minimum of one sample for each 1,000 feet of completed waterline will be required or at the next available sampling point beyond 1,000 feet as designated by the design engineer.
§290.44(g) Interconnections. §290.44(g)(l) Each proposal for a direct connection between public drinking water systems under separate administrative authority will be considered on an
individual basis. §290.44(g)(l)(A) Documents covering the responsibility for sanitary control shall accompany the submitted planning material. §290.44(g)(l)(B) Each water supply shall
be of a safe, potable quality. §290.44(g)(2) Where an interconnection between systems is proposed to provide a second source of supply for one or both systems, the system being utilized
as a second source of supply must be capable of supplying a minimum of 0.35 gallons per minute per connection for the total number of connections in the combined distribution systems.
§290.44(h) Backflow, siphonage. §290.44(h)(I) No water connection from any public drinking water supply system shall be allowed to any residence or establishment where an actual or potential
contamination hazard exists unless the public water facilities are protected from contamination. §290.44(h)(l)(A) At any residence or establishment where an actual or potential contamination
hazard exists, additional protection shall be required at the meter in the fonn of an air gap or backflow prevention assembly. The type of backflow prevention assembly required shall
be determined by the specific potential hazard identified in §290.47(i) of this title (relating to Appendices). §290.44(h)(l)(B) At any residence or establishment where an actual or
potential contamination hazard exists and an adequate internal cross-connection control program is in effect, backflow protection at the water service entrance or meter is not required.
§290.44(h)(l)(B)(i) An adequate internal cross-connection control program shall include an annual inspection and testing by a certified backflow prevention assembly tester on all backflow
prevention assemblies used for health hazard protection. §290.44(h)(l)(B)(ii) Copies of all such inspection and test reports must be obtained and kept on file by the water purveyor.

Ltd. scheduled a meeting with you on the procedures for the lowering ofthe 60"main and to schedule a test shutdown for the section ofthe DWU 60"main and the associated valves. During
this preparation for the test shutdown ofthe 60"main that next day, DWU notified Archer Western Contractors, Ltd. that a issue had arose with the shutdown ofthe 60"main. DWU found that
the water supply connection for the City ofFarmers Branch was on the closed side ofthe valve, which would turn off the water to the City ofFarmers Branch Marsh Lane Pumping Station.
Since that time, The City ofFarmers Branch has been performing tests on their system to determine ifthey would be able to maintain pressure and volume when the 60" valve is closed on
their system. The City of Farmers Branch has determined that they will not be able to maintain the required pressure beyond 48-hours. Upon the notification ofthis issue, the Town ofAddison
and the City of Farmers Branch began working on an "interconnect" that would supply Farmers Branch during the work on the 60"main line. This "interconnect" must be installed and operational,
prior to the shut down ofthe 60" main line. The Town ofAddison has requested Archer Western Contractors, Ltd. to reschedule the work on the 60" DWU main until the referenced "interconnect"
can be completed. At the present time the Town ofAddison is attempting to expedite this work and anticipates this work to be completed on or about January 19,2005. We wanted to keep

interconnection. A tapping sleeve and valve will be installed on the 8" main on Beltwood Parkway in Farmers Branch and a similar connection will be made on the nearby 8" main owned by
Addison. We will attempt to install an 8" turbine meter if it is received in time. Ifit is not received in time, the connection will be made without the meter, and the meter will be
installed after the 60" water main lowering project is complete. We have placed a call to TCEQ to advise them ofthis project. The "capacity" ofthe connection will be a fimction ofthe
difference in pressure between the two systems. Recently, pressure in Addison was 80 psi and pressure in Farmers Branch was 49 psi. This indicates a significant amount ofwater can be
