is a proposed moratorium ordinance (not to exceed 180 days) regarding underground utilities within the public right-of-way. This ordinance will allow staff to conduct a study of the
underground public right-of-way to determine among other things; reasonable capacity, proper grouping of utility lines, procedure to reduce damage to lines, and alternate methods including
above ground utility structures. Staff recommends that the Council approve the moratorium on underground utilities with in the public right-of-way for a period not to exceed 180 days.

between Addison Road and the Tollway. We have determined an estimate of $2,150,000 for this work, with a number of assumptions. The estimate includes relocating the overhead equipment
from Addison Road to the Tollway onthe North side of Belt1ine, and the overhead equipment from Addison Road to Sakowitz Drive on the South side. The equipment along the North side of
Beltline, East of the Tollway, is not included in this estimate nor is the double circuit that crosses Beltline at Sakowitz road. The underground design includes the installation of
duct banks on both sides of Beltline; it does not include any estimates for purchased easements. Also excluded from this estimate are: landscaping, engineering and inspection time, any
consideration for fiber optic, phone or cable that is in this area and replacement of parking surfaces. All work is assumed to take place during regular working hours. The Town of Addison
is to secure the necessary easements for this work, as well as any and all permitting necessary to cross the Tollway at Belt1ine. It should also be recognized that these costs do not
reflect any rewiring costs for specific customers. An electrician could provide these costs. Placing this equipment underground win increase future construction costs for property owners
in this area. We are predicating the above estimates based on the assumption that the Town of Addison and/or the property owners would be responsible for these additional future costs.

You have requested we review the costs and possibilities of burying the overhead electrical equipment on Beltline Road between Addison Road and the Tollway. We have determined an estimate
of $2,150,000 for this work, with a number of assumptions. The estimate includes relocating the overhead equipment from Addison Road to the Tollway onthe North side of Beltline, and
the overhead equipment from Addison Road to Sakowitz Drive on the South side. The equipment along the North side of Beltline, East of the Tollway, is not included in this estimate nor
is the double circuit that crosses Beltline at Sakowitz road. The underground design includes the installation of duct banks on both sides of Beltline; it does not include any estimates
for purchased easements. Also excluded from this estimate are: landscaping, engineering and inspection time, any consideration for fiber optic, phone or cable that is in this area and
replacement of parking surfaces. All work is assumed to take place during regular working hours. The Town of Addison is to secure the necessary easements for this work, as well as any
and all permitting necessary to cross the Tollway at Beltiline. It should also be recognized that these costs do not reflect any rewiring costs for specific customers. An electrician
could provide these costs. Placing this equipment underground will increase future construction costs for property owners in this area. We are predicating the above estimates based on
the assumption that the Town of Addison and/or the property owners would be responsible for these additional future costs. John, I hope this information is helpful. Please let me know
