When this project was initially brought to my attention, I understood that the fence would be incorporated into the Transit Center expansion. Only very recently did Addison staff request that the schedule be accelerated. In response, PART,staff metagain with,Addison staff in the field on july -i3: 2001 to 'review the location of the fence and details about the construction. The fence can most likely be constructed prior to the Transit Center expansion. A purchase request is being prepared, and a crew was sent out to estimate the length and the cost of the project. As soon as we get a formal proposal from our contractor and the schedule attached to it, we will let you know when the fence can be constructed. Upon comp!etion of the Transit Center construction, the vacant area of the Transit Center site shall be seeded and graded to drain towards Arapaho Road by DART with thirty five percent (35%) of the cost thereof to be paid by Addison. 3.03. DARTs contractor shail build the Transit Center up to the Construction Limit Line, including the building, the parking, site lighting and landscaping within the ·Transit Center site ••11 in compliance with the heretofore approved Transit Center design. plans and specifications, 3.06. DART sh.lI reimburse Addison for the cost of twenty five (25) live oak trees of four inch (4") caliper to be placed on the Arapaho Road.and Quorum Drive sidewalks .djacent to the Transit Center. 3.07. DART shall rei';burse Addison for the cost of constructing the deceleration lanes, traffic signal at the intersection of old and new Arapaho Roads, and the water and sanitary sewer lines instaHed under Arapaho Road to serve the Transit Center at a COS! presently estimated to be $22,468.00. 4. The committee selected an archway over the sidewalk leading into the site from Quorum Drive, as well as a mural inside the building. The committee also requested DART to provide brick pavers on the 10' wide sidewalk leading into the site from Quorum Drive. The purpose of the pavers was to continue the look and feel of the sidewalk pavers that would be installed on Quorum Drive. DART claimed the brick pavers would go over the established budget, but agreed to include the brick pavers as an additive alternate when the project was bid. The Town could then decide if they wanted the pavers installed and could reimbmse DART for the extra cost. (See attached drawing for Location). Box 66013 Dallas, TX 75266-7208 Re: Addison Transit Center Landscape Plan Dear Mr. Rodriquez: , We have reviewed the landscape plan submitted by DART for the Addison Transit Center and found some areas that need to be addressed on the plan before we can recommend approval. 1. The final landscape plan needs to show the percentage of landscaped area versus the gross site area. DART will be credited with the streetscape frontage installed by Addison. The breakdown of the parking lot landscaping should also be included. 2. The quantity of trees shown on the plan falls short of number required by the landscape ordinance. The total number of shade trees required is approximately 96 -4" caliper trees, while only 75 are shown on the plan. We included the 25 streetscape trees for which DART will reimburse the Town. 3. The landscape ordinance calls for perimeter and street frontage shrubs that are not shown on the plan. Visibility into the site is necessary for security reasons, however, there are dwarf varieties of shrubs capable of buffering the parking lot without completely screening it. Massing of shrubs and ground cover beds should be considered at the entrance pOints to meet this requirement. The plan shows irrigation in the rail line green belt on the north side of the property to within 7' of the rail line. DART may want to consider irrigating only the south edge of the green belt and using the cost savings to fund the additional trees and shrubs. Attached is a marked-up plan showing the subject areas. Governing Law. This Agreement is drawn and is to be construed, in accordance with the laws ofthe State ofTexas. 7.03. Binding Effect. We realize that the Town may have signaled its agreement to replace the subject parking, but after further study, does not believe it should be obligated to do so. The reasoning for this is that the Town will pay for 35 % of the cost of the property and buildings acquired, but will only receive 35 % of the land area, and no buildings. The Town, in effect, is paying for 35 % of the cost of the buildings but is not receiving any ownership interest in the buildings. For this reason, we believe DART should pay for the replacement parking associated with the buildings. We apologize for any inconvenience this decision causes but trust you understand our position in this matter. Joint Obligations. DART and Addison have agreed on a line separating the boundaries of construction (the "Construction Limit Line") of the Transit Center and Arapaho Road to be located at the back of the sidewalk as shown on the map attached hereto, marked Exhibit "A" and incorporated herein for all pertinent purposes. 2. Addison Obligations. 2.01. Addison will give Notice-to-Proceed to its contractor as SOOn as reasonably possible after acquisition of all of the land required for Arapaho Road, it being the intention of the parties to complete Arapaho Road west ofQuorum Drive before the opening ofthe Transit Transit Center. 2.02. Addison's designer shall design, and Addison's contractor shall construct, Arapaho Road up to the Construction Limit Line, induding the sidewalk, landscaping, irrigation, deceleration lanes, traffic signal(s) and all utilities required to serve the Transit Center that are located within and under Arapaho Road, all in compliance with the utility design drawings for Arapaho Road and the Transit Center, all of which have heretofore been approved by the parties where such joint approval is required. ilatcadd: Rev: 7-18-97 Page 1 of 4 \ J 0 2.03. Addison shall reimburse DART for the construction of replacement parking for the existing-to-remain brick buildings situated on a portion of the Transit Center tract which is impacted by Arapaho Road construction. 2.04. Addison shall purchase and install twenty five (25) live oak trees offour inch (4") caliper to be placed on the Arapaho Road andlor Quorum Drive sidewalks adjacent to the Transit Center, the cost of which, presently estimated to be shall be reimbursed by DART. 3. DART Obligations. 3.01. As soon as possible after acquisition of the land needed for the Transit Center and Arapaho Road, DART shall demolish and remove, or cause to be demolished and removed, the existing metallcement block buildings presently situated on such property that must be removed to permit construction of Arapaho Road. 3.02. Upon completion of the Transit Center construction, the vacant area of the Transit Center site shall be seeded and graded to drain towards Arapaho Road by DART with thirty five percent (35%) of the cost thereof to be paid by Addison. 3.03. As soon as possible after acquisition oftbe land needed for the Transit Center and Arapaho Road, DART shaH replace, or Cause to be replaced, the existing parking on the west end of and serving the brick buildings existing and to remain on the Transit Center site. In the event additional parking is required to meet building occupancy requirements of the existing-to-remain brick buildings (as determined by Addison) such additional parking shall be constructed by DART at DART's sole cost and expense. 3.05. DART, at no cost to Addison, shall convey to Addison a sidewalk easement adjacent to Arapaho Road as shown on Exhibit "B" attached hereto and incorporated herein for all pertinent purposes. 3.06. DART's contractor shall build the Transit Center up to the Construction Limit Line, including the building, the parking, site lighting and landscaping within the Transit Center site, all in compliance with the heretofore approved Transit Center design, plans and specifications. 3.07. DART shall reimburse Addison for the cost of twenty five (25) live oak trees of four inch (4") caliper to be placed on the Arapaho Road and Quorum Drive sidewalks adjacent to the Transit Center. 3.08. DART shall reimburse Addison for the cost of constructing the deceleration lanes, traffic signal at the intersection of old and new Arapaho Roads, and the water and sanitary sewer lines installed under Arapaho Road to serve the Transit Center at a cost presently estimated to be Contact Persons. Rene Rodriguez, Project Manager Facilities Engineering ARRitse cc: Tom Larkin Rick Brown Eduardo Ugarte Paul Jones PMFR THE STATE OF TEXAS} } KNOW ALL MEN BY THESE PRESENTS: COUNTY OF DALLAS } CONSTRUCTION COORDINATION INTERLOCAL AGREEMENT IRAT this agreement (the "Agreement") made and entered into on this the _ day of August, 1997 by and between DALLAS AREA RAPID TRANSIT ("DART"), a regional transportation authorily organized and existing pursuant to Chapter 452, Texas Transportation Code, and THE TOWN OF ADDISON ("Addison"), a Texas home rule city, WITNESSETH: WHEREAS, DART is presently designing, and intends to construct, a transit center (the "Transit Center"), in the Town of Addison at a location which will adjoin and abut the newly relocated Arapabo Road (hereafter "Arapabo Road"); and, WHEREAS, Addison is presently designing and intends to construct Arapabo Road adjacent to the Transit Center; and, WHEREAS, construction of the Transit Center and Arapabo Road will be going on nearly simultaneously with different contractors constructing each project; and, WHEREAS, it is in the best interests of both parties and their respective contractors to coordinate the construction efforts so that each project can move forward with the least interference with and from the other; NOW, THEREFORE, liE IT REMEMBERED: IN CONSIDERATION of the premises and other good and valuable consideration in hand received by each of the parties, the sufficiency of which is hereby acknowledged, DART and Addison do hereby agree as follows: L Joint Obligations. DART and Addison have agreed on a line separating the boundaries of construction (the "Construction Linait Line") of the Transit Center and Arapabo Road to be located at the back ofthe sidewalk as shown on the map attached hereto, marked Exhibit "A" and incorporated herein for all pertinent purposes. 2. Addison Obligations. 2.0 L Addison will give Notice-to-Proceed to its contractor as soon as reasonably possible after acquisition ofall of the land required for Arapabo Road, it being the intention ofthe parties to complete Arapabo Road west of Quorum Drive before the opening ofthe Transit Center. 2.02. Addison's designer shall design, and Addison's contractor shall construct, Arapabo Road up to the Construction Linait Line, including the sidewalk, landscaping, irrigation, deceleration lanes, traffic signal(s) and all utilities required to serve the Transit Center that are located within and under Arapabo Road, all in compliance with the utility design drawings for Arapabo Road and the Transit Center, all of which have heretofore been approved by the parties where such joint approval is required. iI.l,odd: Rev: 7·18-97 Page 1 of 4 "\ //2.03. Addison shall reimburse DART for the construction of replacement parking for the .Texisting-to-remain brick buildings situated on a portion of the Transit Center tract which is impacted by Arapaho Road construction. 2.04. Addison shall purchase and install twenty five (25) live oak trees offour inch (4") caliper to be placed on the Arapaho Road and/or Quorum Drive sidewalks adjacent to the Transit Center, the cost of which, presently estimated to be $___ shall be reimbursed by DART. 3. DART Obligations. 3.01. As soon as possible after acquisition of the land needed for the Transit Center and Arapaho Road, DART shall demolish and remove, or cause to be demolished and removed, the existing metal/cement block buildings presently situated on such property that must be removed to permit construction of Arapaho Road. 3.02. Upon completion of the Transit Center construction, the vacant area of the Transit Center site shall be seeded and graded to drain towards Arapaho Road by DART with thirty five percent (35%) of the cost thereof to be paid by Addison. 3.03. As soon as possible after acquisition of the land needed for the Transit Center and * Arapaho Road, DART shall replace, or cause to be replaced, the existing parking on the west end of and serving the brick buildings existing and to remain on the Transit Center site. The replacement parking shall be situated as close as possible to the brick buildings, and the cost of providing such replacement parking shall be borne by Addison. 3.04. In the event additional parking is required to meet building occupancy requirements of the existing-to-remain brick buildings (as determined by Addison) such additional parking shall be constructed by DART at DART's sole cost and expense. 3.05. DART, at no cost to Addison, shall convey to Addison a sidewalk easement adjacent to Arapaho Road as shown on Exhibit "8" attached hereto and incorporated herein for all pertinent purposes. 3.06. DART's contractor shall build the Transit Center up to the Construction Limit Line, including the building, the parking, site lighting and landscaping within the Transit Center site, all in compliance with the heretofore approved Transit Center design, plans and specifications. 3.07. DART shall reimburse Addison for the cost of twenty five (25) live oak trees of four inch (4") caliper to be placed on the Arapaho Road and Quorum Drive sidewalks adjacent to the Transit Center. 3.08. DART shall reimburse Addison for the cost of constructing the deceleration lanes, traffic signal at the intersection of old and new Arapaho Roads, and the water and sanitary sewer lines installed under Arapaho Road to serve the Transit Center at a cost presently estimated to be $_---4. Likewise, to the extent permitted by applicable law, DART hereby agrees to defend, indemnify and hold Addison, its officers, employees and contractors free and hrumless against any claims, demands, causes of action, costs and liabilities, including attorney fees, resulting from the performance or failure of DART to perform any obligation or duty in connection with this Agreement. In the event of joint and concurrent negligence of both DART and Addison, responsibility and indemnity, if any, shall be apportioned comparatively in accordance with the laws of the State of Texas, without, however, waiving any governmental immunity available to either party under Texas law and without waiving any defense of the parties under Texas law. The provisions ofthis paragraph are solely for the benefit of the parties hereto and are not intended to create or grant any rights, contractual or otherwise, to any third person or entity. 6. Notices. Each party shall exercise extreme care to insure that all construction work on the Transit Center and Arapaho Road complies with all laws pertaining to health or the environment, including without limitation, the Comprehensive Environmental Response, Compensation and Liability Act of 1980 ("CERCLA "), the Resource Conservation and Recovery Act of 1976 ("RCRA"), the Texas Water Code and the Texas Solid Waste Disposal Act. 7.02. Governing Law. This Agreement is drawn and is to be construed, in accordance with the laws of the State ofTexas. 7.03. Binding Effect. The provisions of this Agreement shall be binding upon and inure to the benefit of DART and Addison and their respective successors and assigns. 7.04. Entirety and Amendment. This Agreement embodies the entire agreement between the parties and supersedes all prior agreements and understandings, if any, relating to the matters addressed herein, and may be amended or supplemented only by a written instrument executed by both parties. 7.05. Partial Invalidity. Any portion of this Agreement being declared by law to be invalid shall not invalidate the remaining provisions which shall remain in full force and effect. 7.06. The Town agrees with most ofthe proposals you made in defining the aspects ofthe Transit Center project that DART and the Town would construct and pay for as outlined in your March 21, 1997 letter. The Town is willing to share the cost ofthe demolition of the existing buildings; a portion ofwhich lie within the Arapaho Road right-of-way. The cost sharing for the demol ition should be based on the 650/0135% split established in the land acquisition agreement. However, the Town does not agree with the cost sharing ofthe deceleration lanes, the traffic signal on Arapaho Road, the new water line, and new sanitary sewer line. The construction of the Transit Center necessitates these improvements. Therefore, the cost to design and construct them are the responsibility of DART. The deceleration lanes are required on any large development on a major arterial that generates a high number of vehicular trips, especially during peak traffic flows. In addition, buses turning into the center will have a greater impact to traffic on Arapaho Road than most vehicles because they require a longer stopping distance and additional time for turning movements. The Town continues to have concerns about how the proposed Arapaho Road signal will affect coordination on Arapaho Road. At the beginning ofthe design process, we requested that buses exiting the Center eastbound use Quorum Drive. DART elected not to follow that recommendation and proposed a traffic signal at this location on Arapaho Road. The water line and sanitary sewer line are required to serve the Transit Center. The surrounding undeveloped tracts have access to existing water and sanitary sewer sewer mains and will not benefit by these lines. Consequently, we view these as Transit Center infrastructure. I understand the Town ofAddison's position on the issues below to be as follows • Based on the forthcoming proposed cbanges that will result from the approval ofthe zoning overlay in the Town Center, 􀁁􀁤􀁤􀁾requests tbaU.IS ft. wide paved sidewalk be provided on Quorum and Arapaho. The construction ofthe water line is to be DART's responsibility as it would be requested from any developer (DART is being considered II developer). Addison will install a lateral line across Arapaho to &erVe the future development ofthe property opposite to DART Transit Center. • Addison will replace, at the town's expense, the parking for the building(s) remaining on the west end ofthe propctty that is impacted by the construction ofthe new Arapaho Road. The replacement parking will be built in the west end area ofthe propctty. where buildings will be demolished. (WLA) 741-7777 Kenneth Roberts Huitt-Zollars, Inc. 871-3311 On February 21, 1997, a meeting was held to discuss! resolve some outstanding engineering issues related to traffic signalization, bus lanes, water lines, sewer lines, storm drainage, etc., and the construction scheduling and timing related to the proposed Arapaho Road improvements. The following items were discussed: • Paver sidewalks (15' wide) -Slade was requested by David to come to the meeting to brief the attendees the highlights of the Addison Urban District concept being developed in the City. Slade said that partially due to the proposed high rise building developments on both sides of Arapaho Road near the Tollway, the City is currently developing a landscape ordinance amendment specifically for the proposed Urban District which will include the DART Bus Transit Center. The ordinance is being proposed to require the property owners/developers within the District, along both Arapaho Road and Quorum Drive. to construct IS' wide paver sidewalks with tree wells along the roadway frontages. For the portion of sidewalk built outside of the street right of way, the property owners will be required to provide sidewalk easement to the City. Van responded that DART does not have provisions for the paver sidewalks under the current budget, however, he would report this new development to Rene', project manager of DART. Slade added that developers would receive certain credits toward satisfying the total landscape requirements by constructing the paver sidewalks. • Traffic Study prepared by Barton-Ascbmann -WLA was was given the traffic study in December 1996, and has implemented some of the recommendations that are now reflected in the recent Page I 30% design plans. However, three elements remained outstanding and they were brought to the meeting. • The fIrst issue was about the signalization of the Center's western driveway opposite the intersection of the realigned Arapaho Road and old Arapaho Road. David felt that since the signalization is requested by DART to serve the DART Center, it should be paid for by DART. Van said that WLA had considered the signalization as part of tbe City's roadway plan and that WLA was expecting the City to construct the signalization facilities at tJllI Cj!'\!!!IJ cost. Van said he would discuss tbis issue with Rene' . i>1J I/v'" \J • The second issue was about the exclusive right turn lanes serving the DART center. Van explained to David that WLA had advised DART to implement the recommendation from the Traffic Study and that the right tum lanes are now sbown on the recent 30% submittal. The only negative effect from this design is that the right turn lanes encroach into the perimeter landscape buffers and reduce the the widths of the landscape buffer strips to less than 20' which is required by the current landscape ordinance. So that a variance would be needed from the City. David pointed out that with the new. ordinance for the IS' paver sidewalk being proposed, the ordinance for the 20' landscape buffer requirement may be superceded, and that a variance application, which requires City Council's approval, may not be needed. David said that he would work with WLA on this issue as the new ordinance develops. • The last concern about the Traffic Study was the bus egness lane recommended in the traffic study. WLA presented the site plan to David and explained that after a careful study, WLA concluded that the additional bus egress lane is not warranted. Two considerations prevented \VLA from adding the egress lane. One is that in the future DART will be adding a new platform with two rail tracks between the existing rail track and the north curb line of the proposed passenger car drive lane. Pedestrian traffic is expected between the passenger parking lot and the platform, and that a bus lane through this area would cause inconvenience to the future pedestrians, including people with disabilities, and furthermore raise safety concerns for DART. The other consideration is that if the buss lane were to be proposed, it would have to be separated from the passengers parking area per DART's policy, which would require a separation island, and in tum, would reduce the parking area, or parking lot numbers. Van added that now with the 15' paver sidewalks being proposed, it should be expecled that pedestrian traffic would increase further and that the best approach for the bus lane design is to route buses 10 streets at the shortest distance possible. David agreed that WLA presented some valid considerations, and that he would consult with City's traffic consultant, Barton-Aschmann and would soon gel back withWLA. PageZ • Proposed utility and drainage structures in Arapaho Road -WLA presented the proposed utility improvement plan for reference and explained how it fits with respect to the proposed Arapaho Road improvements. Van explained that the 8" water line and the associated fire hydrants along the new Arapaho Road, and the 8" sanitary sewer line across the 􀁾􀁡􀁊􀁩􀁧􀁮􀁥􀁤􀀠Arapaho Road were included on our 30% plan. However, it is the desire ofWLA and DART to have these utilities included in the City's Arapaho Road construction plans. This approach should reduce the combined construction cost and time, aild more importantly. minimize the inconvenience to the traveling public in the future. WLA also requested that the City and the City'S consultant, Huitt-Zollars, look into the possibility of upgrading some the storm drain laterals being proposed in the Arapaho Road plans since some of the storm drains serving the Center are to be connected to these lateral in the streets. Finally, WLA wanted to coordinate with Huitt-Zollars to reconfigure the current median openings, left tum lanes to align with the Center's driveways. David responded that the City would coordinate with WLA and DART as the project develops and wouid need to study some of the issues with Huitt-Zollars. The following items were discussed: L Rene' began the meeting and apprized John Baumgartner ofDART's normal 30%, 65%, and 95% review process and asked that the City provide comments at each of those milestones, He confirmed the 10% Project Definition and covered some highlights. Van continued with comments on the chain ofcommunication design team setup, 2. Nestor presented the planned architectural schemes which are being considered, illcluding block & brick, metal roof, and glass and aluminum metal store fronts. Rene' commented that DART favors the F4 scheme, from the Definition Project, with modifications to discourage climbing the structure. 3, John Baumgartner mentioned that the City has site layout concerns, related to traffic flow, as a result of Barton-Aschman's study. Barton-Aschman is contracted to Addison; Gary Jost distributed and reviewed his memorandum dated November 12, 1996, to John. Proposed bus flow, drive approaches and turn lanes were addressed in the memo. Rene' indicated that DART would review and respond to the findings. Page 1 9 4. Carmen and John advised that the preliminary platting process was fairly straightforward and normally takes approximately 45 days from submittal. The submittal deadline is the first of the month, with a completion by the 2nd Tuesday of the following month. This site will aJso require a Special Use Permit which will be processed simultaneously with the plat. Planning and Zoning commission and the City Council will approve. Carmen indicated that she would assemble all of the appropriate Town requirements, including application forms and calendar dates and forward the information to WLA (Van). 5. Rene' and Nestor discussed the Art Design Program and requested that the Town provide a list of possible candidates for the Art Design Team. Discussed, was the involvement ofthe local community, the schedule (8 to 10 weeks), selection process and the budget. 6. It was mentioned that the submittal requirements for the Special Use Permit would include 18 sets of prints to include a site plan, preliminary landscape plans, all four building elevations, and the floor plan. Routine Building Dept. submittals would normally require 4 sets of architectural drawings and 2 separate civil sets. 7. Carmen indicated that the Town would like to see provisions for an on grade crossing of the railroad right-of-way for access from the DART parking lot to the Town owned special events property north of the tracks. This issue will be developed as feasibly possible. Rene' agreed. 8. We were advised to adhere to the architectural and landscape thenies being used in Addison Circle. These guidelines are important and include issues like tree spacing on Quorum Rd. and visual access to sites. The landscape ordinance will require 50 feet on center for perimeter trees, however since visual access to the interior of the site will be very important, alternatives may be considered. Carmen and Slade Strickland (972-450-2869) will review the landscape plans. We were also advised to consider using a separate landscape water meter from a domestic meter. 10. David informed us that existing wastewater lines were available in old Arapaho Rd. and also north ofthe railroad right-of way. We were also informed that the Town did not intend (at this time) to construct any water mains in the new Arapaho Rd. alignment so any needs for water mains along the site frontage would be the developers responsibility. This issue will advance with the water design. Water mains greater than ISO' in length need to be looped. City will provide design criteria and guidelines for drainage and water\wastewater design. After discussions regarding DART's requirement to provide deceleration lanes along Arapaho Rd., John indicated that the Town would have no objection to having that work coordinated on the current Arapaho Rd. construction drawings. This was viewed as a good design approach and both schedules will permit this coordination. WLA will discuss with Rene'. 12. Van mentioned that WLA would provide all the subcontractors with DART CADD standards and guidelines. Town ofAddison FROM: Gary Jost, P.E DATE: November 12, 1996 SUBJECT: DART Transit Center This memorandum presents the findings ofour evaluation ofthe planned DART Transit Center in Addison. Our findings are based on our review ofthe proposed site plan and discussions with Town ofAddison and DART Staff. The evaluation was undertaken at the request ofthe Town ofAddison to provide input to DART and Town Staff to facilitate the creation ofan efficient access and egress system for the Center that minimizes negative impacts to area traffic. BACKGROUND The Transit Center, as currently planned, will be located in the northwest quadrant ofQuorum Drive and the realigned Arapaho Road. The Center will replace the existing Transit Center located on Prestonwood Drive adjacent to Prestonwood Mall. Buses wiII access the Center using Quorum Drive, Addison Road andlor Arapaho Road. Fourteen bus routes, including local, express, feeder, and crosstown routes will be served by the Center. Sixty-five bus trips during the AM Peak Hour and sixty-two bus trips during the PM Peak Hour will be generated by the Center.. The Center will provide approximately 152 park and ride and 60 kiss and ride parking spaces. Eight bus bays are planned. Access and egress is planned from two driveways along the realigned Arapaho and one driveway on Quorum Drive. FINDINGS Based on our evaluations, we offer the following findings and comments: • Signalization of the Center's planned driveway opposite the intersection of old Arapaho Road and the realigned Arapaho Road wil! facilitate left turns in'and out of the site. AU left turns by buses into and out of thc Center should be made at this signalized intersection. The proposed driveway should be constructed with sufficient width to provide one entry and two exit lanes. • Signal timing for the proposed traffic signal should be developed and implemented such that no reduction in traffic progression efficiency (reduction in bandwidth) is incurred. Our preliminary analysis of progression along the realigned Arapaho Road indicates that the proposed signal will not negatively impact progression along the roadway. • To minimize the number ofbuses required to make left turns into the Center, buses should approach the site from the east on Arapaho Road or from the south on Quorum Drive. Our discussions with DART Staff have identified two routes that were proposed to access the Center from the west that can be re-routed to use Quorum Drive to access the Center. Two routes would continue to access the Center from the west using Addison Road and Quorum Drive. • Exclusive right tum lanes should be provided at both ofthe Center's driveways along Arapaho Road to allow for bus deceleration and turning without impacting vehicular traffic on Arapaho Road. " An additional egress for buses to Quorum Drive is recommended to reduce the number of buses exiting the Center onto Arapaho Road. MEMORANDUM Date: March 18, 1997 To: Carmen Moran, Development Director From: Slade Strickland, Director Parks and Recreation SUbject: Case 1292-SUP/DART-Dallas Area Rapid Transit We approached Dart about the possibility of providing a street frontage design similar to the Urban Center street cross-section, consisting of 10'-15' wide sidewalks with trees on 25'-30' spacing, This would satisfy their 20' street landscape buffer requirement if the Arapaho Road streetscape design is merged with the streetscape concept on Quorum Drive, Dart is showing (33) 4" live oaks along the north edge of the property, Instead, I recommend that they provide 5"-6" caliper container grown trees along Quorum and Arapaho -pending the streetscape approval -and limit the number of trees on the north property line, This would offset the cost of the larger streetscape trees we would want planted along the street. The final plans need to show additional shrub planting along the edge of the parking lot along Arapaho and Quorum Drives to help screen the parking lot. The following items were discussed; • Paver sidewalk's (15' wide) -Slade was requested by David to come to the meeting to brief the attendees the highlights of the Addison Urban District concept being developed in the City. Slade said that partially due to the proposed high rise building developments on both sides of Arapaho Road near the Tollway, the City is currently developing a landscape ordinance amendment specifically for the proposed Urban District which will include the DART Bus Transit Center. The ordinance is being proposed to require the property owners/developers within the District, along both Arapaho Road and Quorum Drive, to construct IS' wide paver sidewalk's with tree wells along the roadway frontages. For the portion of sidewalk built outside of the street right of way, the property owners will be required to provide sidewalk easement to the City. Van responded that DART does not have provisions for the paver sidewalks under the current budget, however, he would report this new development to Rene', project manager of DART. Slade added that developers would receive certain credits toward satisfying the total landscape requirements by constructing the paver sidewalks. • Traffic Study prepared by Bartnn-Aschmann -WLA was given the traffic study inDe.cember 1996. and has implemented some of the recommendations that are now reflected in the recent Page I • Proposed utility and drainage structures in Arapaho Road -WLA presented the proposed utility improvement plan for reference and explained how it fits with respect to the proposed Arapaho Road improvements. Van explained that the 8" water line and the associated fire hydrants along the new Arapaho Road, and the 8" sanitaty sewer line across the realigned Arapaho Road were included on our 30% plan. However, it is the desire ofWLA and DART to have these utilities included in the City's Arapaho Road construction plans. This approach should reduce the combined construction cost and time, and more importantly. minimize the inconvenience to the traveling public in the future. WLA also requested that the City and the City's consultant, Huitt-ZolJaIS, look into the possibility of upgrading some the stonn drain laterals being proposed in the Arapaho Road plans since some of tbe stann drains serving the Center are to be connected to these lateral in the streets. Finally. WLA wanted to coordinate with Huitt-Zollars to reconfigure the current median openings, left turn lanes to align with the Center's driveways. David responded that the City would coordinate with WLA and DART as the project develops and would need to study some of the issues with Huitt-ZollalS. Nestor presented the planned architectural schemes which are being considered, including block & brick, metal roof, and glass and aluminum metal store fronts, Rene' commented that DART favors the F4 scheme, from the Definition Project, with modifications to discourage climbing the structure, 3, John Baumgartner mentioned that the City has site layout concerns, related to traffic flow, as a result of Barton-Aschrnan's study. Barton-Aschrnan is contracted to Addison; Gary Jost distributed and reviewed his memorandum dated November 12, 1996, to John. Proposed bus flow, drive approaches and turn lanes were addressed in the memo, Rene' indicated that DART would review and respond to the findings. Page 1 4, Carmen and John advised that the preliminary platting process was fairly straightforward and normally takes approximately 45 days from submittal. The submittal deadline is the first of the month, with a completion by the 2nd Tuesday of the following month. This site will also require a Special Use Permit which will be processed simultaneously with the plat Planning and Zoning commission and the City Council will approve. Carmen indicated that she would assemble all of the appropriate Town requirements, including application forms and calendar dates and forward the information to WLA (Van), 5. Rene' and Nestor discussed the Art Design Program and requested that the Town provide a list of possible candidates for the Art Design Team. Discussed, was the involvement ofthe local community, the schedule (8 to 10 weeks), selection process and the budget. 6. It was mentioned that the submittal requirements for the Special Use Permit would include 18 sets of prints to include a site plan, preliminary landscape plans, all four buil ding elevations, and the floor plan. Routine Building Dept. submittals would normally require 4 sets of architectural drawings and 2 separate civil sets. 7. Carmen indicated that the Town would like to see provisions for an on grade crossing of the railroad right-of-way for access from the DART parking lot to the Town owned special events property north of the tracks. This issue will be developed as feasibly possible. Rene' agreed. 8. We were advised to adhere to the architectural and landscape themes being used in Addison Circle. These guidelines are important and include issues like tree spacing on Quorum Rd, and visual access to sites. 9 The landscape ordinance will require 50 feet on center for perimeter trees, however since visual access to the interior ofthe site will be very important, alternatives may be considered. Carmen and Slade Strickland (972-450-2869) will review the landscape plans. We were also advised to consider using a separate landscape water meter from a domestic meter. 10. David informed us that existing wastewater lines were available in old Arapaho Rd. and also north ofthe railroad right-of way. We were also informed that the Town did not intend (at this time) to construct any water mains in the new Arapaho Rd. alignment so any needs for water mains along the site frontage would be the developers responsibility. This issue will advance with the water design. Water mains greater than 150' in length need to be looped. City will provide design criteria and guidelines for drainage and water\wastewater design. After discussions regarding DART's requirement to provide deceleration lanes along Arapaho Rd., John indicated that the Town would have no objection to having that work coordinated on the current Arapaho Rd. construction drawings. This was viewed as a good design approach and both schedules will permit this coordination. WLA will discuss with Rene'. 12. Van mentioned that WLA would provide all the subcontractors with DART CADD standards and guidelines. Town ofAddison FROM: Gary Jost, P.E DATE: November 12, 1996 SUBJECT: DART Transit Center This memorandum presents the findings ofour evaluation ofthe planned DART Transit Center in Addison. Our findings are based on our review of the proposed site plan and discussions with Town ofAddison and DART Staff. The evaluation was undertaken at the request ofthe Town ofAddison to provide input to DART and Town Staff to facilitate the creation of an efficient access and egress system for the Center that minimizes negative impacts to area traffic. BACKGROUND The Transit Center, as currently planned, will be located in the northwest quadrant ofQuorum Drive and the realigned Arapaho Road. The Center will replace the existing Transit Center located on Prestonwood Drive adjacent to Prestonwood Mall. Buses will access the Center using Quorum Drive, Addison Road and/or Arapaho Road. Fourteen bus routes, including local, express, feeder, and crosstown routes will be served by the Center. Center. Sixty-five bus trips during the AM Peak Hour and sixty-two bus trips during the PM Peak Hour will be generated by the Center. The Center will provide approximately 152 park and ride and 60 kiss and ride parking spaces. Eight bus bays are planned. Access and egress is planned from two driveways along the realigned Arapaho and one driveway on Quorum Drive. FINDINGS Based on our evaluations, we offer the following findings and comments: • Signalization of the Center's planned driveway opposite the intersection of old Arapaho Road and the realigned Arapaho Road will facilitate left turns in and out of the site. All left turns by buses into and out of the Center should be made at this signalized intersection. The proposed driveway should be constructed with sufficient width to provide one entry and two exit lanes. • Signal timing for the proposed traffic signal should be developed and implemented such that no reduction in traffic progression efficiency (reduction in bandwidth) is incurred. Our preliminary analysis ofprogression along the realigned Arapaho Road indicates that the proposed signal will not negatively impact progression along the roadway. • To minimize the number of buses required to make left turns into the Center, buses should approach the site from the east on Arapaho Road or from the south on Quorum Drive. Our discussions with DART Staff have identified two routes that were proposed to access the Center from the west that can be re-routed to use Quorum Drive to access the Center. Two routes would continue to access the Center from the west using Addison Road and Quorum Drive. • Exclusive right turn lanes should be provided at both of the Center's driveways along Arapaho Road to allow for bus deceleration and turning without impacting vehicular traffic on Arapaho Road. • An additional egress for buses to Quorum Drive is recommended to reduce the number of buses exiting the Center onto Arapaho Road.
