current Public Works Street Operation I Maintenance Budget BACKGROUND: In the 16600 -16800 Blocks ofAddison Road there isa continuous runoff ofdetained storm water, ground water and
irrigation water. This runoff is not only creating a nuisance for the surrounding businesses and vehicular traffic but it is also eroding the concrete and aspbalt joint along the outer
edge ofthe roadway. In this particular area there is no underground drainage structure in which to connect or transport this type of runoff. The Public Works Engineering staff evaluated
this situation and determined that the most feasible method ofresolving the problem consists ofconstructing a smaIl diameter storm water outfiill system along the west side ofAddison
Road. This new system will then tie in to the nearest drainage inlet some 1035 reet to the south and should thereby ef'fectively eliminate the nuisance runoff and protect our existing
street system and the new roadway surfiIce schednled for installation this summer. This project is minor in scope and should take no longer than 30 days to complete with minimal effi:ct
on traffic. 
Quotes for this project were requested from several contractors, with the associated bid submitted as fullows: Contractor Bid a. Mastec North America $61,990.00 b. Jim Bowman Construction,
Inc. 77,810.00 c. Ed Wilson, Inc. No Bid d. Northstar Construction, Inc. No Bid e. Gibson & Associates, Inc. No Bid The lowest responsive quote was received from Mastec North America,
in the amount of $61,990.00. The contractor has successfully completed construction ofrelated improvements for the Town ofAddison. RECOMMENDATION: Staff recommends that Council authorize
the City Manager to enter into a contract with Mastec North America, in the amount of$61 ,990.00, for Addison Road Drainage Improvements 2002.

11. SPECIAL CONDITIONS, ADDITIONS, AND PROVISIONS The contractor shall employ a qualified, English speaking Project Manager, who will be responsible for directing all walk crews. The
Project Manager shall remain on the job at all times in order to supervise the work. The contractor shall make every effort to avoid damage to existing sprinkler systems, materials,
and landscape appurtenances. Should damage occur, the contractor shall furnish all materials of a like type, and labor to repair the damage to an equal, or better, condition. All repair
wolk is to be J inspected and epproved the Director ofParks, or the designee. Before submill.ing II bid, each bidder must (a) examine tbe contract documents thoroughly, (b) familiarize
himself with federal, state and local laws, ordinances, rules and regulations that may in any ImUlller affect cost, progress or perfurmance ofthe work; and C study and carefully correlate
bidder's observations witb the contract documents. The bidder should contact the Street Superintendent for instructions on visiting the site to familiarize himselfwith local conditions.
The quantities ofwolk or material as set forth in the proposal form are a calculated approximation, and are for the purpose ofcomparing the bids on a uniform basis. All permits and licenses
ofa lenlporary nature that are necessary for the proseculion of work, sball be secured and paid for by the contractor. The contractor shall so conduct bis operation as to olfer the least
possible obstruction and inconvenience to public traffic. The contractor shall provide, construct, and maintain sultable barricades as directed by the SU'eet Superintendent. The contractor
shall provide and maintain points along the project as may be necessary to protect the work and safeguard all traffic, both vehicle and pedestrian. All signs, barricades, working area
layouts, lane closures and detours shall be maintained in accordance ,vith the Texas Manual on Uulforrn Traffic control Devices, and approved by the Street Superintendent. Any signs
or barricades needed to filcilitate the flow of traffic will be the responsibility of the contractor. The use of sufficient warulng signs and barricades win be required as necessary
to direct traffic or to block off lanes of traffic. No property will be denied access at any time. The bid price shall rellect all lIeceSsary cbarges to include Ille fumishing of all
labor and malelials necessary for the complete project. Construction shall be in accordance with all contract documents. All work within the publiC right-of-way shall also comply with
the Town of Addison Street Excavation Ordinance. . All wages rates must meet the Prevailing Rates of Per Diem Wages for Public Works Projects, Resolution R88-091. Scheduling ofconstruction
