Council Agenda 􀁉􀁴􀁥􀁭􀁾(G Iif SUMMARY: Consideration of a Resolution authorizing the City Manager to accept the Part 150 Noise Study and Master Plan Update, including certification of the Noise Exposure Map Document (NEM) and the Noise Compatibility Program Document (NCP) for Addison Airport, BACKGROUND: The Noise Exposure Map document (NEM) is the first halfofa complete EAR Part 150 Study, It consists ofthe revised versions ofthe first four chapters of the study based upon FAA comments. Four revisions were made to the NEM document based on FAA comments and are included in this final version (see Noise Compatibility Summary), The Noise Compatibility Program document (NCP) is the second half of a complete FAR Part 150 Study and consists of the last three chapters of the study which is a detailed assessment of aircraft noise abatement and land use planning alternatives (see Noise Compatibility Summary), The Master Plan Update is complete and unchanged from the draft that was presented to Council on August 25, 2003. There are two side components to the Master Plan Update that are currently being finalized, They are the Obstacle Evaluation and Runway Pavement Analysis. The Master Plan Update includes both of these studies in a worstcase scenario, It is anticipated that these two reports will be complete by September 30, RECOMMENDATION: Staff recommends that Council authorize the City Manager to accept and certify the Part 150 Noise Study and Master Plan Update. ParllsO Study Dear Mark: In response to our recent discussions, I have prepared the attached "tentative" Project Schedule which outlines the remaining tasks which must be completed prior to requesting final approval of the Master Plan and Part 150 Studies by the City Council. As you can see, we don't anticipate any difficulty or problems with providing the City Council with a briefmg on both the Master Plan and Part 150 recommendations on August 19, 2003. We do, however, have two issues that will prevent the Council from taking any action on the studies at their June 261h City Council meeting. These issues are outlined below. F.A.R. Part 150 Public Hearinll F.AR Part 150 requires that a public hearing be held prior to submitting the Noise Compatibility Program (NCP) to the FAA. The NCP must be made available for public review at least 30 days prior to the scheduled public hearing date. Based on the attached schedule, the earliest the Public Hearing can be held is August 2SIh. Both the public comments and our responses should be provided to City Council prior to them approving the NCP and submitting it to the FAA. This would mean that the earliest the City Council could take action would be in late September. Obstruction Survey/Analysis As you know, in order to finalize how much ofthe Runway 15 displaced threshold can be recaptured, the FAA has requested additional and more detailed information regarding potential obstructions in the approach areas north ofthe Airport. This additional work has just recently been authorized by both the Town and TxDOT. Unfortunately, all ofthe analysis may not be completed by August 261h and since there could be significant financial financial implications to the Town associated with obstruction removal/threshold relocation, Bruce Ehly (TxDOT) does not want the City Council to take action until this information is fully known and available to the Council. Part 150 Noise Compatibility Study for Addison Airport has been scheduled for May 23, 2002 at 1:30 p,m., at the Addison Conference and Theatre Centre, 15650 Addison Road. Ithas been several months since ourlastPlanningAdvisory Committee (PAC) meeting in January. Since that time, a considerable amount of work has been accomplished including the development of the inventory database, aviation demand forecasts, facility requirements, and the analysis for theexisting, the five-year, and thefuture noise exposure contours. The land use and population impacts have also been evaluated. In addition, we have completed our evaluation of the 1991 Noise Compatibility Program. The forecasts are approximately 80 percent complete. We are waiting for the release of FAA's 2002 Aerospace Forecasts (to be released on March 12'h) and the flight track data (flight information obtained from the FAA) which should be available by mid·March. Once complete in draft form, the forecasts will be submitted to the FAA for review and approvaL Chapter Three. Facility Requirements is approximately 20 percent complete, and should be ready by early April. We are waiting for topographic and obstruction elevations provided by the North Central Texas Council of Governments (NCfCOG) which should be ready sometime in March. If they are not available, we intend to proceed and mOve the obstruction analysis to Chapter Four· Airport Development Alternatives. F.A.R. PART 150 Chapter One. Inventory is in draft form and is now being finalized in working paper format by Coffman Associates staff for submission to the Advisory Committee. Initial work on developing input files for the luregrated Noise Model (INM) has been completed. The process of finalizing the input files and developing noise exposure cOntours is pending the finalization of the aviation demand forecasts and receiving radar flight track data from the FAA. This information will be incorporated into Chapter Three· Aviation Noise. A computerized database for determining noise.sensitive land uses (Le., residential) within the noise exposure contours has been developed and the associated write.up has been initiated. This information will be incorporated into Chapter Four. Noise Impacts. NOTE TO COMMITTEE MEMBERS We are anticipating that the next Advisory Committee Meeting will be held in late April or early May. Jim Pierce to make meeting arrangements and distribute information from Coffman 10 days prior to each meeting. Coffman compiles summary minutes of each meeting that become part of proceedings. At each workshop are public comment sheets that may be completed and also become part of proceedings. 150 study requires a public hearing in combination with workshop. Court reporter will be present with a hearing officer to record comments and concerns. 2. Project Schedule -Revised print-outs to come. 3. Public Relations -Liz will review study initiation brochure before printing. Will be ready for January meeting. Town representatives are spokespersons to media, not Coffman (unless requested to do so by the Town) . The PAC will meet to review working papers, discuss fmdings, and to identity issues deserving further study. Comments received during these meetings will be considered and evaluated and where appropriate additional analysis will be conducted in order to respond to those comments in the revised working papers. The PAC is not a voting body and does not issue official recommendations related to either study. It is anticipated that approximately four (4) PAC meetings will be needed over the course of the process. The entire duration of both studies is anticipated to be approximately 18 months once research commences in early January 2002. Coffman & Associates have retained the professional services of Liz Oliphant's public relations firm to assist them 􀁾􀁴􀁉􀁩􀁊􀀻􀁬􀀠Town with this public input element ofboth studies. Staff, TX-Dot (Texas Dept of Transportation -Airport Division), and Coffinan & Associates have developed a list of recommended individuals to participate on this committee that will serve both the Part 150 Study and the Master Plan Update.
