During Construction Progress Meeting No. J, Zachry brought up the issue of the: proposed dectrical system creating a possible overload on the existing electrical i system. RFI-102 (April 29. 1998) concerning this potential problem was s\.bmitted : to URS Greiner and calculations were returned to us, later. While showing that the; existing system is adequately designed to handle the load, the conditions of the , existing system could not be determined. In fact. AATI stated that they frequently experience severed wire and cut, or 'skinned'. insulation on their existing buried . wires. The native rocks found throughout the surrounding ground within the airport . was mentioned as a potential cause. 2. Our system was tested before tying in the existing circuit and tested well. After certain existing runway-lights failed to bum on the night in question, we thoroughly re-tested our circuits and found everything tested 'good' again. We continued to test the existing circuit until late that night before finding a short-circuit in the AAn's , existing lighting circuit. . 3, The problems experienced by the AATI on the night in question, are a design issuenot a construction issue. Our personnel spent time in a good-faith effort to locate the I airport's existing faulty wiring. Comments. on Draft Meetjni Minutes from the June 11. 1998 Meetini Leslie Sagar stated that Tex Schmidt had faxed copies ofthe draft meeting minutes to Jim Gardner, Jim Pierce, and Zane Ryan prior to the meeting. There were no comments 3. Project Schedule Majed Limom distributed copies ofthe two-week look ahead and explained the proposed activities. Upcoming night work was discussed. The Contractor also agreed to provide a more detailed breakdown of the specific work elements associated with the night work. Night work will be performed from 9 p.m. to 7:30 a.m., week nights only, during which time the airport will be closed. Jim Gardner indicated that they will probably not be performing night work on Friday, July 3 due to the holiday. Kurt Hom expressed concern that the night work was shown on the scheduloc'to'start on June 22 and run through July 15. After discussion it was agreed that Majed will correct the schedule to show the finish date for night work to be July 11. In the event of weather delays, the schedule will be adjusted accordingly. , Nancy Wise expressed concern about providing RPR services during both day time and night time operations. After discussion it was agreed that additional manpower will be required starting on Wednesday, June 24, when night time paving commences. Wayne Crabtree expressed conceru about their ability to sawcut the joints in the concrete in accordance with the project specifications (as soon as the concrete has hardened sufficiently) since the airport will be re-opened to traffic by 7:30 a.m. After discussion regarding the potential problems associated with delaying the sawcutting operation to the next night time work period, and coordination with the FAA FAA Tower by Steve James, it was agreed that the sawcutting operation (truck, sawcutting equipment and equipement operator) could occur adjacent to the runway during the daytime hours provided that the sawcutting personnel are in contact with the Tower. Construction I ShO!' Drawing Submittals by Contractor Leslie Sagar distributed a summary log ofthe Contractor's submittals to date and their review status. The P-50 I submittal is still pending 28-day beam breaks. 5. Requests for Information fRFI's) Leslie Sagar distributed the updated RFI log. Since the last meeting, two RFI's were received from the Contractor and processed (109 and 110). 6. Coordination with FAA Tower NQ problemslincidents were reported during the past week. For upcoming night work, only AATI will have the authority to open and close the runway and issue NOTAMs. DBE Participation The Contractor is in the process of identifying additional DBE subcontractors and will provide documentation to URSG. 8. Other Items a) Skip Norton stated that on Monday. June 22 they will need to turn off the power to the lighting system at 9 p.m. so that they can begin electrical work. Kurt Horn stated that the Contractor and their Subcontractors are responsible forfoUowing the lock-out procedures for turning off the power, and they are also responsible for demonstrating that the lights work each morning when the power is turned back on.
