(FAA) agrees to lease the property in "as-is" condition. The FAA will then perform environmental remediation in accordance with Texas Natural Resource Conservation Commission (lNRCC)
and Federal standards. Please note that before the FAA can enter into a lease, a copy ofthe deed instrument or court judgment from an eminent domain proceeding must be received by this
office as evidence that the town ofAddison has full and legal title to the property. The FAA plans to continue to lease the 1.004 acre existing land site and add the new 0.49 acre site.
After clean-up ofthe 0.49 acre site, the combined area will be used to construct a new tower with parking lot. As with the existing lease, the FAA will propose a no-cost lease for a

Good morning Jim and Mark, It looks like the FAA is finally considering a Remote Transmitter Receiver (RTR) facility here at Addison, see below. In my opinion, this is an improvement
to our airport since it will enhance radio communications betweens users and the tower. They are requesting our input into the appearance of the building. Most likely they will ask for
funds from the Town to make whatever changes we request. Attached is a picture of a building that they hatre used in the past. If they go forth with this RTR, it will be located on the

a new Remote Transmitter Receiver (RTR) facility in association with the new control tower at Addison. We are currently performing an engineering analysis and collecting cost estimates.
The facility would be located at the extreme north end of the triangular shaped FAA plot. There would be two radio towers approximately 20 to 40 feet tall, (depending upon the engineering

analysis) needed next to the building. The proposed facility would provide a dual purpose. It would provide storage space for outside maintenance equipment as well as a remote radio
transmitter and receiver building. We would like to obtain the Town of Addison's opinion of the appearance of the proposed building. Attached is a photo of a building we have used for
similar applications at other locations. Please coordinate within the appropriate offices in the Town of Addison and provide the town's assessment of the ascetic merit of the proposed

locking system, however no information is available on the operation of tha system, specifically whether it will fail-safe in the event of fire alarm activation or primary power loss.
Given the nature of the facility, I think it would be prudent to assume the system will default to the secure mode in almosl every case. • While a dedicaled fire lane is not required
due 10 the facility's proximity to Dooley Road, the drive around the building appears 10 be 10-feel wide al ifs narrowest paint and only 16-feet at it's widest. Tum radii are specified
at 25-feet inside and 3o..feet outside. I found no information on the load capacity of the pavement. As designed, Ihis drive will nol be usable by our firefighting apparatus. A separate
drive into the paoong area is wide enough for us to access, however it would be necessary to back oul once inside. • The Tower will have backup power supplied by both a UPS battery system
and a diesel-fired generator. No information is available on the capacity or configuration of the battery room. II appears a 1000 or 2000-gallon concrete vaulted diesel tank will be
on site site 10 fuellhe generator. • The Tower will be approximately 86-feet in total height, with Air Traffic Controllers wor1<ing on the 7th story, approximalely 68 feel above grade.
This does not meet the criteria for a high-rise structure, however the height and narrowness of Ihe building will present some obvious fireftghting and rescue challenges. • The slairwell
is specified for pressurization in the event of an alarm, and an elevator is shown although the extenl of firefighter control is not indicated. • It appears the facility will have a
fire alarm system and a fire sprinkler system, however the extenl of the coverage is not indicated and it may be thai some areas (battery room. computer servers, etc) will not have fire

occupants (AT & AF) ofthe current fucility raised concerns about the parking situation. Their concern is that they have lost 4 spaces already and are getting ready to loose the entire
front area when the Storm sewer work begins. AT stated that they will not buy into losing parking spaces before an alternative is provided. The RE informed the meeting that a change
order will be issued to the Contractor to Provide a temporary gravel parking along the east side of the building. This temporary space will be available to the FAA before the sewer work
begins. In addition the RE and visitors from the regional office, when onsite, will be parking in this new area to free up spaces at the front. The RE also stated that the Contractor
will be tasked to move the Storage shelter north of the site, onto the RlR pad to provide a few more parking spaces. B. TEMPORARY FENCE/GATE: The overall agreement at the meeting was
that the FAA and Addison Airport personnel Will install locks onto the temporary interior gate. Contractor will not install a lock on this particular gate. B. BEACON: A discussion arose
regarding the future location ofthe Tower Beacon. Ed Hackett stated that a [mal decision had not been made regarding this issue and that when that happens he will inform all concerned
parties. , B. WEEKLY SCHEDULE WITH A 3 WEEK LOOK AHEAD. The RE states that the Contractor will be providing schedule next Monday. The schedule Will be a three week Look ahead.

the requirements for the construction ofa Federal Aviation Administration (FAA) Airport Traffic Control Tower (ATCT), Base Building and Engine Generator Building at Addison Airport,
Town of Addison, Texas; including associated civil, architectural, structural, plumbing, heating, ventilating and air conditioning (HVAC) and electrical work necessary to complete the
structures as well as related utilities, streets, parking lots and site improvements as indicated by the drawings and specified herein. B. Contractor shall furnish all plant, labor,
equipment and material, supplies and transportation required to perform the work, including erection or installation of items listed in Appendix A, "Government Furnished Materials",
all in strict accordance with the drawings and specifications. C. The construction site is located at Addison Addison Airport. This is an active airport and the Contractor will comply
with all procedures, rules' and regulations of the airport. Refer to contract drawing ADS-ATCT-C05 for site location. D. The construction site is located in an area having developed
construction. Utilities are existing on, or adjacent to the site as indicated on the drawings. Modifications of and extensions to these utilities shall be made by the Contractor as indicated
on the drawings. E. The scope of work includes the establishment of an airport traffic control tower with administrative base building to 􀁾 constructed on a one and half acre site at
the Addison Airport. The facility is comprised of a 57-foot airport traffic control tower, 5,200 square foot base building, and an engine generator building. The project includes access
road and parking lot, utilities and tie-ins to the Town of Addison utilities, drilled pier foundation, HVAC, plumbing, fire protection system, security and fencing, installation of the
engine/generator and and aboveground fuel tank, facility grounding, bonding and lighting protection system, closed circuit TV system, paging system, security system, steel structure,
precast concrete panel exterior system and xeroscape landscaping. F. This work shall be accomplished using Specification SW-1745 Volumes I and II and the project drawings listed in Appendix
B ofthe specifications. G. The construction site is located outside the airport boundaries. The contractor will need to comply with all procedures, rules and regulations in effect by
