THE ADDISON POLICE BEAT: In an effort to better coordinate common wisdom and practices through policecommunity partnerships, the Addison Police Department recently recruited the assistance
of Addison residents and businesses in chartering the Town's first "Citizens on Patrol" team. This group of volunteers has joined together with members of the police department to ensure
the safety and security of the citizens and patrons of Addison. We continue to seek volunteers who are wil!ing to give their time and expertise to be active participants in this endeavor.
When fully operational, these volunteers will serve as patrol monitors in our parks and on our streets. Trained in police tactics and equipped with flashlights, cellular phones and distinctive
identification, these extra eyes and ears will report suspicious persons or activities directly tn the police department for follow-up. They will also be involved in the many community
projects and programs currently sponsored or pursued by the police department. The Addison Police Department welcomes the opportunity tn work in partnership with our community. Together,

the completion of the Les Lacs Linear Park System. Community leaders and residents gathered at the park's pavilion for a special reception followed by a demonstration on race walking

one really really knows for certain how it might affect our basic resources and dally lives. One possibility is that Y2K related problems occurring in January could disrupt the normal
distribution of the electricity and natura! gas we use for winter beating. Although the Addison Fire Department believes such disruptions are unlikely. we would like to offer a few safety
tips should it become necessary to use an alternative method for heating your home. First and most important. never attempt to use an unvented kerosene or compressed gas heater inside
your horne. Often seen at campgrounds and construction sites. these heating devices produce deadly carbon monoxide as the fuel burns. They are intended for outdoor use only and Can be
extremely dangerous if used inside a closed strncture such as a house or garage. Instead. use a safer form of Indoor heating such as a fireplace. woodstove or a vented space heater.
Two principal concerns with any kind of alternative heating are basic fire safety and prevention of carbon monoxide buildup. Keeping the fire "friendly" requires a few simple precautions:
Use only the type of fuel Intended for the heating device. For example. don't bum anything but wood in a fireplace. Other materials could give off toxic gases. Use only matches to light
the fire. Never "help it along" with liquids like lighter fluid or gasoline. • Keep chimneys and vent pipes clean to prevent the buildup of soot and creosote. • Keep anything combustible
at least three feet away from the heat soUrce. • Use a fireplace screen to keep sparks from flying out and curious children from getting In. • Make sure the flue is open and the chimney
clear to prevent an accumulation of smoke or carbon monoxide in the house. • Install a Carbon Monoxide Detector in your home and make sure all your smoke detectors have fresh batteries.
Again, it's unlikely thaI Y2K related problems will keep your home from being properly heated this winter. But if the worst happens, following the simple precautions above could keep

the Addison 2020 Committee, realized that although Addison was a clean and attractive 􀁣􀁯􀁭􀁭􀁵􀁮􀁩􀁴􀁹􀁾􀀠it did not have a downtown, a "Main Street" shopping area. There were not
uniquc\ distinctive buildcompleted Esplanade Parle The "heutique" multifamily project of 86 residential units will eventually he offered as "for sale" condominiums, Residents, businessmen,
and visitors are drawn to the unique character and special feeling that has been created in Addison Circle. In addition, city planners and architects traveled from throughout the nation
to visit the development. These visitors, many in the City-building business, marvel at the fact that a town of less than 11,000 people had the fore-thought to envision itself, and then
put time, nerve, and money on the line to make it happeo. Now, if we could just get Mr. Kunstler to visit our Town perhaps even he would not feel so "glum about the future of our civilization:'

the Septemher 1996 issue of Atlantic Monthly, author James Howard Kunstler makes the following observation: "We drive up and down the gruesome, tragic suburban boulevards ofcommerce,

envisioned a place where attractive, tree-lined streets could connect office towers with homes, stores, and apartments, and allow people to walk from home to work in less than five minutes.
They envisioned a true neighborhood where residents could actually get to know the neighbors aod the local merchants, In 1991, a unique and interesting downtown for Addison was just
a vision. In 1999, it is a reality, Addison Circle, Addison's sparkling new downtown, is well on its way to becoming a neighborhood. Post Properties, the developer ofAddison Circle,
opened the first phase of the community, which contains 435 apartments and 20,000 square feet of retail space, to residents in July of 1997. The initial project enjoyed instaot success,
with all units heing leased hefore construction was completed. Phase II, which consists of 619 residential units, a 300,000 square foot office tower, 40,000 square feet ofindependent
office space, 65,583 square feet ofretail space, and six "for s.le" townhomes, is in the final stages of construction. Post has also started' constroction on Phase III, whieh will contain

Center Describe hazard and its effect(s): The main entrance into the main (largest) parking area coming off Arapaho Road could present a hazardous situation at some point in time. Heading
west on Arapaho, you turn right and then another immediate right into the parking area. Coming back out that same way in the evening you encounter buses coming into the TC on your left
and buses departing the TC on your right (this is a two-way drive way). Also, after you cross both lanes of buses, on looking to your left for oncoming traffic, there are several trees
that partially block : your view. '(The other exit from the parking area is at the east end of the lot and is a one-way only turn to the right -so anyone wanting to enter the parking
area at the point must go further north and make a U-turn back to the south first.) To compound the the situation, about 20 feet further north on this two-way drive is the pedestrian
walkway for those using the parking lot to cross to go to the buses. There is no light nor are there any stop signs at the Arapaho entry to this lot to slow anyone down before entering
or exiting. Could be very hazardous at some point in time as not everyone will use the far exit on the east end. Suggested corrective action: To be completed by immediate supervisor

ofJuly 22, 1999, unfortunately, the Transit Center sidewalk was not built to the elevation required by the road design drawings. The Transit Center sidewalk is approximately 2 inches
too low. Sedalco should make the adjustments, since they did not build the sidewalk properly. Ed Bell Construction is reluctant to go on their project to make corrections to their work.
I would suggest that you not close Sedalco's contract until this issue is settled. We do not want to remove the curb separating the sidewalks as this curb holds the brick in place, and
your curb needs to meet with our curb. I have attached a hand drawn sketch that I believe offers a reasonable and satisfactory solution. Please call me at 972-450-2879 if you have any

rubble at the west side of the site, near Addison Road, will be removed by Sedalco very soon. Item 2. The brick sidewalk leading from the transit center to Quorum Road was completed
by Sedalco several weeks ago. As we discussed at one of our coordination meetings, since the transit center sidewalk was going to be completed before the one at Quorum Road, it was decided
that we will build the transit center sidewalk to a length and elevation based on the road design drawings provided by you. Ed Bell Construction was to build the Quorum sidewalk to properly
meet with ours. We are in the process of closing Sedalco's contract. At the Town's request we removed 4" from the sidewalk length but any further reconstruction will impact our procedures.
I would like to suggest that Bell Construction make the necessary adjustments to have both sidewalks meet properly. One possible way to accomplish this is to remove the curb separating
the sidewalks, chip some of the Quorum sidewalk base concrete and add sand to the transit center sidewalk to allow the placing ofthe brick pavers at the same elevation. Please call me

a 20 foot strip adjacent to the Transit Center parking area and hydraseed and irrigate the remainder ofthe site to the west as shown on the anached sketch. This should be close to a
"wash' on cost, and irrigation of the hydraseeded area would allow proper growth and maimence of the seeded area. As per the ll"o-reement, the Town will participate in the cost of the

apply to the Dart Transit Center landscape plans for issuance of a bullding permit I would recommend we go ahead with issuing the permit so DART can proceed; however, these items will
need to be addressed before any landscape or irrigation begins. Additionally, some ofcomments pertain 10 paving on the site; therefore, I recommend thaI we resolve them as quickly as
possible. PLAN REVIEW COMMENTS: 1. The paver alternate on sheet 40 (arbor walkway) was approved, and is to be funded by the Town of Addison. The pavers need 10 be extended and connected
to the futore Quorum Drive sidewalk. 2. The north/south concrete walks connecting the parking lot with the Arapaho Road sidewalk need to be extended a few feet so they will actually
connect. There is a 15' streetscape easement shown for the Arapaho Road streetscape, which includes a 10' sidewalk and a varying width grass strip bebind the sidewalk. The DART plans
do not take this grass strip into account; therefore, the walk will fall short of connecting with the 10' walk as sho·wn. 3. The hydroseeded Bennuda grass area shown at the northwest
corner ofthe site will not germinate unless some type of temporary overhead sprinkler system is installed. Consider installing a permanent system to sustain the grass during the summer
months (see sheet 44). 4. The Town of Addison will plant the second row of trees in the grass strip bebind the 10' sidewalk along Arapaho Road and Quorum Drive. The location of the Iroos
will need to be coordinated with DART's irrigation subcontractor to avoid placement ofirrigation where the tree holes are excavated. 5. DART will reimburse $25,000 to Addison for instalJation
of25 -4" red oaks to be plaeedon the Arapaho Road and Quorum Drive. The estimated price for the trees in the Construction Coordination Interlocal Agreement between DART and Addison is
$750. However, the unit cost for the IrOOS is $1,000 based on the bid awarded by Addison to the Arapaho Road contractor. 6. The shrub and groundcover quantities need to be specified

associated with the change. DART reserves the right to approve any proposed changes. Upon submittal ofthe pertinent invoice, the Town ofAddison shall reimburse DART for the cost of the

Rapid Transit (DART) have previously entered into an Interloca\ Agreement whereby DART would acquire the properties needed for the Addison Transit Center and the relocation of Arapaho
Road, Negotiations with one of the land owners was not successful and the property was acquired by the process of Eminent Domain, In accordance with that process, the Special Commissioner
appointed for that <.ncase rendered an award, and that amount ofmoney was deposited into the Registry ofthe Court I for the use and benefit of the land owner, Following the deposit of
those funds, the Judge of the County Court of Law issued DART a Writ of Possession (copy enclosed). While the Writ of Possession entitles DART and Addison unlimited use of the property,
the actual fee title to this property does not pass until a final judgment is filed. In this instance proceeding, the property owner filed objections and the judgment will not be final
until the case is tried before a jury at a date yet to be determined. DART has filed a preliminary plat of the transit center which was approved by the Addison Planning Commission. However,
DART and Addison cannot file the Final Plat until the case is tried and the final judgment is filed. The Final Plat has been prepared and DART will sign and file it once the Judgment
ofthe Court is final. DART has awarded a Contract for the construction ofthe Addison Transit Center and we plan to start construction immediately. It will be necessary, however, for
the Contractor to obtain a Building Permit from Addison before work on the site commences.
