Also, we identified the electricaVsignal package, hauling, pavement markings, barricades, and sawing/sealing of concrete. Due to the complex nature of the iandscaping/irrigation/underdrain scope, scope, special concrete flatwork, and hardscape packages, we eliminated them as a source of participation. We self perform excavation, concrete paving, lime stabilization, and cleanup functions with in-house crews. Attached you will find the Notice we faxed to Dowager Construction, Omega Contracting, and K&S Utility Contractor outlining the scope of the utility package. Both K&S and Dowager declined to bid the project. We received a bid from Omega, but it was not economically feasible for this project_ Also, you will frod attached a copy of the notice we faxed to Sharrock Electric and S & J Electrical Service outlining the scope of the electricaVsignal package. Once again, both declined to bid the project. However, we received a bid from Mel's Electric Service utilizing Integrated Roadway Services as a subcontractor. We understand that IRS was a TXDOT-approved DBE at the time of the bid opening. We will forward that information when we are able to confirm their status. We have also attached copies of the faxes sent to ASC Pavement Markings and Striping Technology, both DBE firms, outlining the scope of the pavement markings_ We received bids from both firms and awarded a contract to ASC: We telephoned and received a quotation from TP Mex for the sawing and sealing of concrete pavement, and he 􀁷􀁾awarded a contract for performance ofthat work. Ed Bell Construction, represented by Steven Priddy and you, agreed to take corrective action as follows: • Remove panels that had excessive tining depth causing a crumbling surface. Some areas with insufficient tining depth will require grooving. • Sawcut edges that were not vertical, had voids, or poor keyway. Sawcut full depth. Use Longitudinal Butt Joint detail to tie existing and new paving. • Remove and replace bent steel at transverse construction joints. • Chipped or marred areas will be repaired repaired using epoxy where feasible. • All bent bars installed by insertion after the slip form paver passes shall be bent out. Where they cannot be bent out, they shall be replaced with bars drilled in and epoxyed. .. • In cases where the inserted bars do not line up with the spacing of the adjacent steel, #3 bars that do line up shall be drilled in and epoxyed. Barricade maintenance: The utilization ofbarrels to delineate traffic lanes creates a constant problem of barricade maintenance. Our proj ect coordinator and foremen are constantly resetting barrels that get knocked over by the traveling pUblic. Nelson Mitchell monitors the condition ofthe barricades daily and makes corrections as required. This headache will persist unless another method to delineate the travel lanes is utilized. Box 144 Addison, TX 75001 RE: Arapaho Road Reconstruction Dear Mr. Pierce: Due to the well-publicized cement shortage, Ed Bell Construction Co. has submitted two 6-sack concrete mix designs for use in constructing the Arapaho Road street pavement. One of the mixes is to be supplied by Lattimore Materials Company and the other mix is to be supplied by Ed Bell's concrete batch plant. In the event the Town allows Ed Bell to use concrete from both sources in one days placement, we have no objections to this approach, provided that the Town's inspector makes sure test beams are taken from the two sources of concrete at the intervals specified in NCTCOG Specification 5.8.6.c. This will result in additional test beams being taken because of the two concrete suppliers. The testing lab should also take note of the concrete supplier and the paving station where the test beams are taken in the event test results fail to meet the project strength requirements. The problem is that the grading at the south end ofthe wall cannot be brought up to the brick ledge level. Mike Haisler of SCA V A was instructed to match the existing slope and grade south of the wall and bring it too the wall, and then slope up to the brick ledge level. This will leave a portion ofthe brick ledge exposed at the south end ofthe wall. This will eventually be eliminated when the streetscape is constructed along Quorum Drive. In the interim, we will probably use planting to hide the brick ledge. Accordingly, we do not not see any need for any wall modifications at this time. Scava feels that the current length ofthe wall, the elevation ofthe brick ledge, and the current shape of the slope adjacent to the parking garage will contribute to an erosion problem that will eventually expose the brick ledge. Extending the wall another 24 LF while lowering the elevation ofthe briek ledge should prevent erosion from creating an unsightly problem. Please evaluate this potential problem and inform our office ofyour decision. Scava will complete the retaining wall, with the exception ofthe brick facia by August 14, 1998; therefore, any decision to add wall prior to that date will eliminate any potential disagreement regarding additional mobilizations or any delays to the project should modifications be required at a later date.
