I will attempt to enumerate them in this request for additional compensation. I. 16" F -MJ Gate Valve was rejected by the City of Dallas. They required a double disk tapping valve rather than a resilient seat valve like the one we furnished. The City of Dallas standard detail for this type installation indicates a horizontal double disktapping valve with a manhole over the operating nut and gears. A representative that Jim Pierce talked with told him that they would waive that requirement for this project. I spoke with Jim about which valve we were going to furnish after checking with Hanson Concrete Pipe to be sure it would work for them. The reason for selecting the valve we did was because it was less expensive and was also readily available. The 16" vertical tapping valve was 6 to 8 weeks out. The valves we borrowed from the City of Dallas will cost $3,156.00 more for each valve to replace. We request an additional $6,312.00 for these items. 2. The electrical illumination conduit at Midway apparently was damaged by Olden when they drilled soil nails for the shoring. Repairs will need to be made when A/W is in phase II . The conduit was repaired on 2-21-05. Closed 4. The existing SS service at the Rink is 18" lower than plan elevation. The fix appears to be to move the Manhole from the median to the east and tie the existing sewer into the manhole. Is HNTB in agreement with this? HNTB needs to review with Katara Curry. The Texas Engineering Practice Act and Rules, §§137.31, 33 and 35 allow the use ofelectronically reproduced planning materials with only an electronic signature. A scanned signature is no longer allowed. Ifa computer-generated seal is used without an electronic signature, the following text or similar wording is required: "The seal appearing on this document was authorized by (Example: Leslie H. Doe, 0112)". Another requirement ofthe Texas Board ofProfessional Engineers for an electronic signature is that it be linked to the document in such a manner that the electronic signature is invalidated ifany data in the document is changed. This concern will be addressed by submitting a Read Only Memory (ROM) compact disk, otherwise known as a CD-R format. Guy said he would contact SBC. 2. AlW received a letter from HNTB that the 60" DWU water lowering will not take place until AlW is notified to proceed. The electrical illumination conduit at Midway apparently was damaged by Olden when they drilled soil nails for the shoring. Repairs will need to be made when NW is in phase II . 4. The existing SS service at the Rink is 18" lower than plan elevation. The fix appears to be to move the Manhole from the median to the east and tie the existing sewer into the manhole. Is HNTB in agreement with this? 5. Valve extinctions need to be placed on the 6" & 16" valves at Midway. VI. Testing ofthe interconnection began at approximately 3.:00 p.m. on Friday with the 8" connection being fully opened. This testing showed that Addison could fimrish approximately 1,350 gpm to Farmers Branch through the connection and raise our system pressure approximately 4 psi.. A 3,000-gpm ptunp at the Celestial Ptunp Station was running when these conditions were noted. No pumps were running from the Farmers Branch system and our Elevated Tower was at 21.3 feet of 42.5 feet or approximately 50% full. At this time, we started Ptunp #4 "our largest" pump available at our Templeton Trail Pump Station to begin the refill cycle ofour Elevated Tower Tower and to maintain system pressure. Other additional ptunps were also put on line in conjnnction with Ptunp #4 but system pressure did not increase. The end result filled our Valley View Elevated tank to 38 of42.5 feet in approximately 17 hours at 9:11 p.m. Saturday January 15. At 3:00 a.m. Snnday January 16th, the elevated tank was full at 42.5 feet, some 23 hours in total since beginning the test. At this rate offill any main break or system failure would severely affect our ability to supply water to the east side ofthe City. At this point the Templeton Station was started again using pump #3, which would replace pump #4, "our largest" in the event it became inoperable. It was determined that even nnder "Snndays low demand" pump #3 could not hold up the elevated tower. We continued testing and operating the system with the Addison connection fully open and Templeton Pump Station online nntil approximately 3:30 p.m. Tuesday January Isth at which time we switched back to our Marsh Lane Pump Station. During this preparation for the test shutdown of the 60"main that next day, DWU notified Archer Western Conimctors, Ltd. that a issue had arose with the shutdown ofthe 60"main. DWU found that the water supply connection for the City ofFarmers Branch was on the closed side ofthe valve, which would tum off the water to the City of Farmers Branch Marsh Lane Pumping Station. Since that time, The City ofFarmers Branch has been performing tests on their SYstem to determine ifthey would be able to maintain pressure and volume when the 60" valve is closed on their system. The City of Farmers Branch has determined that they will not be able to maintain the required pressure beyond 48-hours. Upon the notification of this issue, the Town ofAddison and the City ofFarmers Branch began working on an "interconnect" that would supply Farmers Brancb during the work on the 60"main line. This "interconnect" must be installed and 􀁯􀁰􀁥􀁲􀁡􀁴􀁩􀁯􀁮􀁡􀁾 􀀠prior to the shut down ofthe 60" main line. The Town of Addison has requested Archer Western Contractors, Ltd. to reschedule the work on the 60" DWU main until the referenced "interconnect" can be completed. At the present time the Town ofAddison is attempting to expedite this work and anticipates this work to be completed on or about January 19,2005. We wanted to keep you informed ofthis matter. Pressure did not increase on the Farmers Branch side and the maximum volume passing through the meter was 1,250 gpm, during this test. Basically, no significant change was realized in the Farmers Branch system with the two pumps in operation. In conclusion, based on the results oftesting our water system both with and without the Addison /Farmers Branch interconnection, we simply cannot agree to the shut down of the 60' DWU water main at this time. The primary purpose ofthis project is to allow shut down ofthe 60" DWU , water main that feeds the Farmers Branch Marsh Lane Pumping Station and to therefore furnish a supplementary supply ofwater from Addison to Farmers Branch. The 60" main needs to be shut down so that a portion ofthe main can be lowered to accommodate the construction ofArapaho Road, Phase m. The secondary purpose ofthis project is to make an interconnection between the two Systelns such that either City can supply water to the other in case ofemergency. Addison intends to take the lead and bear the cost ofthe interconnection. A tapping sleeve and valve will be installed on the 8" main on Beltwood Parkway in Farmers Branch and a sinrilar connection will be made on the nearby 8" main owned by Addison. We will attempt to install an 8" turbine meter ifit is received in time. If it is not received in time, the connection will be made without the meter, and the meter will be installed after the 60" water main lowering project is complete. We have placed a call to TCEQ to advise them ofthis project. The "capacity" ofthe connection will be a function ofthe difference in pressure between the two systems. Recently, pressure in Addison was 80 psi and pressure in Farmers Branch was 49 psi. This indicates a significant amonnt ofwater can be supplied from Addison to Farmers Branch. The amonnt ofwater that will be supplied is hard to calculate without a detailed hydraulic system analysis. We anticipate about 2 MOD can be supplied, and possibly more. Construction ofthe interconnection should be complete Thursday or Friday ofthis week and we would ask that you begin your evaluation ofthe connection upon completion. The additional borings/soils testing that was done found the same elevated levels of contaminants that was found in the pits. Since this site has historically been a RR site, there is enough justification to assume that no matter where samples were taken the levels of contamination would be elevated. We are only planning to take the spoil from the RR tie pits to the landfill. At this time we are not planning or anticipating on excavation beyond the 2 pits found. HNTB has sent a letter to TCEQ on our behalf, and with my consent, stating that old RR ties were found and will be disposed of properly in a licensed landfill. After excavation, a letter report will be sent to them detailing the extent of excavation. It will also describe protective measures taken to ensure that water does not get into the drainage system. But to summarize, we are taking the following actions: We are ofthe opinion that the cost proposal from Scott Derr Painting (Archer-Weslem Sub) is too expensive and not acceptable. We are asking Archer-Westem to do the following: 1) Get a second quote for applying the (Frank blue) appearance coat in the field. 2) Ask the rail fabricator to give a quote for applying the (Frank blue) appearance coat in the shop. If neither ofthese options work out in the Town's favor, we will then send this problem to URS. As you will see from the attached memo, Chlis beleves that the plans and specs on the blidge paint leave a grey area that may be a problem. Ifyou need any further clarification, let me know. What is the status of the buried ties and trash at the brick yard The Town is looking into this. 11-8. HNTB is waiting on test results. The Railroad will remove all the ties from this area.
