NORTH TEXAS TOLLWAY AUTHORITY February 10, 2005 Mr. James C. Pierce, Jr., P.E.. Town of Addison P.O. Box 9010 Addison, Texas 75001-9010 Dear Mr. Pierce: 5900 W. Plano Parkway, Suite 100, Plano, TX 75093 P.O. Box 260729, Plano, TX 75026 214.461.2000 Fax 214.528.4826 In the meeting held January 10, 2005, the Town of Addison expressed access concerns to the fire hydrants behind the metal beam guard fence adjacent to the Addison Airport Toll Tunnel (AATT), and requested assistance from the North Texas Tollway Authority (NTTA) in resolving this matter. Records indicate that in October of 2001 the Town of Addison let a contract for a waterline replacement project running along the south end of the airport, along Lindberg Drive. The NTTA and their General Engineering Consultant (GEC) prepared an addendum to this contract, which included general notes and layout sheets detailing the installation of the fire hydrants adjacent to the AATT. The sheets have been attached for your information. Please reference the highlighted text on the hydrant installation note sheet. This note indicates that the fire hydrant was to be installed and positioned in a manner that would allow proper access. It appears that the contractor did not install the fire hydrant as noted in the plans. The NTT A suggests that the Town of Addison twists the hydrants as noted in the plans. Another option would be for the Town to raise the hydrants above the metal beam guard fence. If you have any questions or require anything further, please feel free to contact me at (214)461-2058 or Ghaleb Sunna at (214)461-2060. Sincerely, 􀁾􀁟􀁡􀁵􀀬􀀮􀀮􀀮􀁌􀀩􀀠􀁾􀀠Mark A. Bouma, P.E. Note: All numbers are rounded for ease of use. Original Bond Issue Interest on Debt for 2001 Daily Interest on Debt (during 2001) Number of transactions required to pay the debt service Actual average daily transactions are approximately $26.8 million $2.184 million $6,000 per day 12,000 transactions per day 8,400 transactions per day Wilbur Smith Associates' independent estimates made in 1994 were: 2000 15,600 transactions per day 2001 16,900 transactions per day Note: These estimates were required in preparation for the Bond Issue. Since the Tunnel is part ofthe larger system, NTTA does not have a breakout of operations and maintenance cost for just the Tunnel. DART believes (per Susan) that light timing at both ends of the tunnel will increase the flow through the tunne l.
